Main Purpose of Job
The primary responsibility of this position is to support the OWFD Work Participation Specialist Unit in preparing, monitoring, and reformatting federal and state Temporary Cash Assistance (TCA) reports. Reports can be generated from the Maryland Department of Human Services (MD DHS) or the Baltimore City Department of Social Service (BCDSS) systems, such as Enrollment & Eligibility (E&E), Work Opportunity Record Keeping System (WORKS), ECMS, MD Think, the University of Maryland School of Social Work, DATAWATCH, The Work Number, BEACON, and so on. Once generated, reports are formatted with Microsoft Access, Microsoft Excel, Google Sheets, and/or other Microsoft or Google Doc apps.
Points of contact include the Office of Workforce Development (OWFD), FIA administration, the Office of Technology for Human Services (OTHS) help desk, work activity vendors, Temporary Cash Assistance (TCA) consumers, and Family Investment Centers (FICs). The incumbent is a data manager and security monitor who is responsible for adding and removing users and vendors from the Work Opportunity Record Keeping System (WORKS), contacting and submitting required documents to the help desk, creating work orders, and submitting security forms to the help desk on behalf of the agency and vendors.
Data managers may be required to attend and participate in planned training sessions provided by the Maryland Department of Human Services (MD DHS) or the Office of Technology for Human Services. The incumbent keeps track of new and deleted work users, system work orders, allocated reports, and work order status. The incumbent may be required to help with limited public benefits eligibility activities related to Enrollment and Eligibility (E & E) and/or Work Opportunity Record Keeping System (WORKS) coding. The incumbent is also in charge of calculating the monthly Work Participation Rate (WPR) for the Family Investment Centers.
POSITION DUTIES
Creates, monitors, and reformats federal and state Temporary Cash Assistance (TCA) reports for E&E, WORKS, the University of Maryland School of Social Work, and DATAWATCH.
Data management- (i.e. add and delete people from WORKS, submit WORKS, E&E, and MD) Think about work orders. Unlock users and aid with vendor and user setup.
Security monitor- (i.e., contact the help desk to create work orders and submit security forms on behalf of the agency and vendors). Keep track of additions and deletions, as well as work orders, and monitor their status. Participates in all mandatory data management and/or security monitoring training sessions.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year of experience building and managing data collecting systems.
One year of experience compiling and evaluating reports provided by the Work Opportunity Record Keeping System (WORKS).
One year of experience determining temporary cash assistance.
One year's experience with Microsoft and Google Suite.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
Annual Leave - ten (10) days of accumulated annual leave per year.
Sick Leave - fifteen (15) days of accumulated sick leave per year.
Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays - State employees also celebrate at least twelve (12) holidays per year.
Pension - State employees earn credit towards a retirement pension.
