Introduction

The Maryland Historical Trust (MHT) is the state agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, MHT assists the people of Maryland in understanding their historical and cultural heritage. Part of the Maryland Department of Planning, the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

Main Purpose of Job

This permanent position works primarily within the three Maryland Historic Revitalization Tax Credit Programs as well as the Federal Rehabilitation Tax Credit program, Facilitating all aspects of the MS Teams-based online project submittal system, calculating, invoicing and tracking fee payments and logging all projects into the database and project tracking tools, evaluating all applications for program eligibility, completeness, and accuracy, conducting independent research when necessary, and contacting applicants to obtain additional information if needed. The position provides detailed technical assistance to Rehabilitation Tax Credit program applicants and potential applicants via phone and e-mail. Similar duties are provided for the Project Review & Compliance (“Section 106”) program. The position is also responsible for maintaining an accurate database for both the Rehabilitation Tax Credit Programs and the Project Review & Compliance programs, which are used for financial, statistical and reporting purposes.

POSITION DUTIES

This position provides front line, public facing contact and services in support of Historic Preservation programs within the Office or Preservation Services and requires extreme attention to detail, excellent organizational, communication and interpersonal skills and a strong interest in working collaboratively. Duties include:

- Coordinate all aspects of the MS Teams-based online project submittal portal system for the three Maryland Historic Revitalization Tax Credit programs along with the Federal Rehabilitation Tax Credit program.

- Calculate, invoice and process review fee payments.

- Create and maintain project tracking log database and project tracking review tools.

- Evaluate State and Federal Rehabilitation Tax Credit applications and Amendments for completeness and prepare them for technical review.

- Provide technical assistance to applicants via phone and e-mail regarding the State and Federal Rehabilitation Tax Credit Programs.

- Track, verify and report out on all fee program revenue. Prepare quarterly and annual reports to meet statutory reporting requirements for Rehabilitation Tax Credit Programs.

- Process State and Federal Section 106 (Project Review & Compliance) project submittals.

- Prepare accurate and up-to-date state tax credit activity reports.

- Coordinate and satisfy the legal requirements of Public Information Act requests.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications.

-Bachelor’s degree from an accredited college or university and two years of experience in
administrative staff or professional work.

-Experience in MS Teams-based applications, Access databases or other office software systems.

-Experience providing technical guidance and support in a customer service role.

-Experience in historic preservation or a closely related field.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
