Main Purpose of Job

The position functions as a Program Coordinator with responsibility for developing policy, managing and overseeing the day-to-day activities related to the Volunteers in Police Support (VIPS) Program, Student Intern Program, Global Internship Program, Summer Internship Program, Governor's Service Year Option Program and the Chaplain Program, to include recruiting, interviewing, selecting, and placing volunteers and interns within the Barracks and Divisions.

POSITION DUTIES

MANAGER FOR VOLUNTEERS IN POLICE SUPPORT PROGRAM:

Acts as a liaison between the Maryland State Police Volunteers in Police Support (VIPS) and Barrack and Division Commanders in order to determine the need for volunteers at their installations. Coordinates and confers with Barrack and Division commanders, staff specialists and other officials pertaining to training, special projects, staffing needs, and program recommendations. Assigns the VIPS volunteers as needed based upon the volunteers' interest and skills.

 

MANAGER FOR INTERNSHIP PROGRAMS STANDARD STUDENT INTERNSHIP PROGRAM:

Provides program oversight, advises department officials of administrative practices, policies and procedures; serve as a liaison between the Maryland State Police and high schools, colleges and universities, supervises Student Interns and manage program continuity.

 

GLOBAL INTERNSHIP PROGRAM:

Develop program description and the Standard Operating Procedures for the Global Inter Program. Conduct applicant telephone pre-screening interviews to determine internship expectations and assess career field of interest. Coordinates applicant's Career Shadow Itinerary with assigned Intern Ambassadors to reflect specific training and learning objectives.

 

MARYLAND CORP/ SERVICE YEAR OPTION PROGRAMS:

 Acts as a liaison between the Maryland State Police and allied partner Department of Service and Civic Innovation (DSCI) to review, screen, manage member referral process.

 

DOD SKILLBRIDGE INTERNSHIP PROGRAM:

Receive and review intern applications submitted through MSP website. Follow-up and check applicant references. Request supplemental applicant background check. Submit all DOD applications to Recruitment Selection Unit DOD Coordinator.

 

WESTERN MARYLAND CONSORTIUM INTERNSHIP PROGRAM:

Acts as a liaison between the Maryland State Police and allied partner Western Maryland Consortium (WMC) to review, screen, manage internship referral process. Receive and review intern applications referred by Western Maryland Consortium submitted through MSP website.

 

SUMMER INTERNSHIP PROGRAM:

Responsible for tracking and reviewing all applications. Facilitates the Intern Program planning process by conducting and establishing a needs assessment, executing proposals or procedures to meet the demand of Barrack/Unit/Divisions. Interviews applicants to determine their expectations of their internship and what they hope to learn. Assists applicants with the completion of the worksheet indicating their goals and interest so the applicant can be placed with an appropriate unit/division.

 

 

MANAGER FOR THE CHAPLAIN PROGRAM:

Responsible for the development, management and oversight of policy and guidelines, and acts as a liaison with Barrack Commanders regarding the Chaplain Program.

 

 

OTHER DUTIES:

The position is certified by the Maryland State Retirement Agency (MSRA) to perform the activities associated with the five retirement systems used by the MSP to authorize applications and documents related to retirement issues. This position is the back-up Retirement Coordinator and back-up Death Benefits Coordinator for the MSP. Performs other duties as assigned by the Human Resources Division Commander.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

 

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.


2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

 

 

Preferred Qualifications:

 

1. Experience with the development and management of volunteer groups.

 

2. Six months experience in administrative or professional work with the Maryland State Government.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
