Main Purpose of Job

The position supports the Permanency Manager in the planning and operation components of SSA Permanency unit. This individual completes tasks associated with day to day project management, data analysis, research, legislative initiatives, and COMAR application necessary to improve Maryland’s system of safety, permanence and well-being for children and families, specifically in adoption/guardianship services and resource home development. 

In addition to interaction with agency staff for the completion of agency goals and objectives, this individual maintains effective professional working relationships with General Assembly, public/private businesses and stakeholders at the City, County, State and Federal government levels. 

POSITION DUTIES

Adoption Assistance Program
  • Provides oversight to the staff responsible for the management and implementation of Adoption/Guardianship Assistance Services and Resource Homes; provides oversight to ensure application packets are correct for the individuals that apply for adoption search contact and reunion services; assigns adoption search, contact and reunion cases to the appropriate confidential intermediary; reviews, completes, tracks and monitors cases, including services provided to Adult Adoptees, Birth Parents, and Minors in Out-of-Home Placement. 
  • Ensures budget items are prepared for Confidential Intermediary initial and recertification training. 
Resource Home Program
  • Monitors 24 Local Departments of Social Services for compliance with federal and state regulations and policies as it relates to public /private resource homes; evaluates local department’s public resource parent local recruitment and retention plans and provide written feedback for outcome effectiveness and compliance with the Maryland State Department of Human Resource State Recruitment and Retention Plan in accordance with federal and state regulations. 
  • Provides oversight for quarterly public resource home record reviews (both on-site (if applicable) and in CJAMS) and oral interviews with local department staff (if applicable) to ensure compliance with federal/state criminal background requirements. 
Specialized Support Services
  • Serves as the Project Lead for the Promoting Safe and Stable Families (PSSF) program grant across the State, by budget- preparation/review and performance outcome, allocation of funds, development proposal outlines, review the LDSS proposals, and organize review committees for the development of the proposal outlines. 
Supervision
  • Plans, coordinates, supervises, and evaluates the work of the Permanency Unit including staff assigned to the unit. 
  • Reviews and approves staff work products, assuring that work products are timely and complete.
Agency Partnerships
  • Coordinates or report on special projects as assigned by the Permanency Manager, i.e., administrative, resource home development, adoption/guardianship, and other emerging issues.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:   A Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, four years must have been in an administrative, supervisory or consultative capacity.

Notes:

1. These requirements are established by the Social Service Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year- for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience in the development of budget and planning documents for a Human Service or Social Service Program.

One year of experience in managing and assisting in the direction and supervision of activities and tasks of assigned personnel.

One year of experience and the ability to plan, develop, coordinate, integrate and implement State and federal laws, policies and procedures, rules and regulations pertaining to Out of Home Care in public social services.

One year of experience monitoring and evaluating existing services and planning new services as needed.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
