Main Purpose of Job

This position prepares cases for appeal and provides guidance and assistance to Veterans Benefits Specialists as well as initiates and presents claims for compensation, pension, entitlements and other benefits to the United States Department of Veterans Affairs and other agencies on behalf of veterans, their eligible dependents, and their survivors. Helping veterans and their dependents receive the benefits to which they are entitled is a requirement set forth in the Annotated Code of Maryland, State Government Article Subtitle 9.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience providing services to veterans and their dependents.

Note: Candidates may substitute Active Duty military recruiting experience or career counseling experience on a year-by-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with the United States Code, Title 38, Section 5901-5905 requires that employees in this classification must be certified as a Veteran’s Service Counselor by the United States Department of Veteran Affairs.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies.  Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
