Main Purpose of Job

The main purpose of this position is to manage the vendor authorization process and ensure that vendor staff accurately and efficiently process WIC vendor applications within the regulatory timeframe. This position is also responsible for conducting level 3 certifications, educational buys, and routine monitoring of WIC authorized vendors to detect technical issues, program violations and potential fraud and abuse of WIC program rules and regulations. This position provides training to authorized WIC vendor personnel to promote the mission of the WIC Program and assists in training local WIC agency staff to ensure compliance with the Program’s policies and procedures related to food delivery.

This position assists the Unit Chief in meeting the needs of the WIC Program to include initiating edits and revisions to written policies and procedures and COMAR, providing customer service to WIC Vendors and participants, and special projects as specified by the Program.

This position will be eligible for hybrid telework with privileges determined with employee at the time of hire.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience in interpreting and complying with federal and state regulations; drafting policies and procedures; fraud detection; a working knowledge of retail food operations; and possess excellent written and verbal communication skills. Experience supervising subordinate staff is also desired.  The applicant must hold a valid driver’s license and be able to travel throughout the State of Maryland. Travel throughout the State includes high crime urban areas.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
