Main Purpose of Job

The main purpose of this role is to serve as the Healthcare Recruiter for Maryland Department of Health (MDH) facilities. Responsibilities include
  • Providing recruiting assistance to hiring managers for challenging-to-fill healthcare positions within the MDH healthcare system. This entails various tasks such as attending job fairs/networking events, managing online and print advertising, and contributing to ongoing branding/marketing initiatives alongside the Office of Human Resources, Recruitment, Outreach, and Eligibility Unit. 
  • Collaborate with Human Resources Officers in each facility and the Office of Human Resources (OHR) to devise strategies for sourcing and retaining top-tier talent. 
  • Strong interviewing skills, comprehensive knowledge of MDH job functions, familiarity with facility organizational structures, and extensive understanding of HR policies and procedures are essential for this position. 
  • Maintain an active database of potential hires while adhering to COMAR, state, and federal regulations, as well as Joint Commission standards pertaining to hiring practices. 
Employees may have to work at Montgomery County and/or Baltimore locations as necessary. 

Per the Amended Directive and Order Regarding Vaccination (MDH # 2023.04.18.03) issued by the Secretary of the Maryland Department of Health, effective April 18, 2023, staff in all hospitals and residential facilities operated by the Maryland Department of Health or any local health department are required to show proof of COVID-19 vaccination. Staff includes, but is not limited to, regular and contractual employees, contractual staff, volunteers, and other state employees performing any duties at the facility. An individual may request an accommodation by providing appropriate and sufficient documentation for bona fide medical or religious reasons.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience networking with external agencies, clients, and/or HR professionals to find qualified candidates.
  • Experience with interviewing candidates and/or selection of qualified candidates.
  • Experience with Microsoft Office Suites, Google and Social Media platforms.
  • Experience with creating and/or reviewing HR related reports (i.e., vacancy reports, vacancy ratios, trends, key performance indicators, retention and turnover data etc.).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
