Introduction

The Governor’s Office of Crime Prevention and Policy (GOCPP) provides access to federal and state grant funds in an effort to support the Governor’s initiatives to fund the police and reduce crime and provide for victim’s services.

Main Purpose of Job

In March 2023, the Governor’s Office of Crime Prevention and Policy (GOCPP) received $5.1 million in funding for the Byrne State Crisis Intervention Program (BSCIP). This federal program was established after the Bipartisan Safer Communities Act of 2022, aiming to reduce gun violence and prevent guns from falling into dangerous hands.

As the State Administering Agency for this award, GOCPP must follow the detailed requirements from the Bureau of Justice Assistance. This Coordinator position will manage and oversee this project.

POSITION DUTIES

Primary Responsibilities

  • Review existing efforts related to Extreme Risk Protective Order (ERPO) programs, public awareness strategies, specialized court-based programs, behavioral health diversion programs, and funding for law enforcement to secure, store, track, and return relinquished guns.
  • Conduct a Crisis Intervention Landscape Analysis to understand the gaps and challenges in Maryland as it relates to the BJA BSCI solicitation.
  • Identify and, upon approval, invite people to become members of a Crisis Intervention Advisory Board.
  • Organize and moderate quarterly meetings of the Crisis Intervention Advisory Board.
  • Establish and maintain contacts with Maryland criminal justice agencies to include law enforcement agencies, victim services providers, State’s Attorneys Offices, and local correctional administrators.
  • Provide program specific content to the Grant team for inclusion in the Notice of Funding Availability (NOFA), which prioritizes areas approved by the Crisis Intervention Advisory Board and BJA.
  • Work as the liaison between the Grants team and the Crisis Intervention Advisory Board to inform funding recommendations.
  • Participate as part of the agency team in application review to ensure the goals and objectives outlined in the applications meet the goals and objectives of the BSCI program.
  • Assist the Grants Team, as needed, with site visits to subrecipients to assess the progress of funded projects.
  • Analyze performance measure data from both the State’s grants management system and the federal Performance Measurement Tool (PMT).

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following

Stakeholder Engagement: Experience working collaboratively with diverse stakeholders such as government agencies, non-governmental organizations, law enforcement, and community groups.

Understanding of Grant Management: Familiarity with grant management processes and experience in providing program-specific content for grant applications or funding proposals.

Familiarity with Performance Measurement Tools: Proficiency in working with performance measurement tools, with experience analyzing performance data and providing insights or recommendations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents.   View rates on the Department of Budget & Management website, State Employees, Health Benefits, Contractual/Variable rates.

Leave

Paid leave will accrue at a rate of one hour for every 30 hours worked.
