Main Purpose of Job

The Maryland State Board of Dental Examiners regulates the practice of dentistry in Maryland through the licensure and discipline process. This employee holds the lead position in the Board's Licensure Unit which is responsible for either licensing or certifying individuals. It is the employee's task to ensure that the application and licensure process is conducted in an efficient and expeditious manner to accommodate licensees and to comply with specific licensure deadlines. The employee has extensive personal contact with dentists, dental hygienists, dental radiation technologists, dental assistants, and must be familiar with the Board's licensure laws. It is also the employee's task to deal extensively with the public and with health-related institutions such as hospitals, health care facilities, health departments, and insurance companies which either employ or credential the Board's licensees. The employee also meets with and provides administrative support to the Board's Dental Committee. In addition, the employee maintains contacts with the dental Boards of other states, which provide this Board with necessary licensure data.

The employee serves as the Licensing Coordinator and functions with minimum supervision. This is a lead position that independently oversees other staff in processing licenses for dental health care providers. The employee trains and gives guidance to other staff on licensure procedures, laws and regulations. The employee is responsible for determining eligibility for initial dental, dental hygiene, limited, and teacher's licenses. The employee processes applications for reactivation and reinstatement of expired licenses.

The employee directs all activities relating to the licensing process of the Board including personnel and administrative functions. The employee responds to inquiries from its licensees regarding the licensure process including continuing education requirements. The employee reviews applications for dental and dental hygiene licensure and is authorized by the Board to grant dental licenses in the normal course of business. The employee is responsible for delegating initial the following licenses: Drug Dispensing Permits, Dental Hygiene Waiver of Supervision Applications, Corporate Name Applications, and Specialty Applications. The Licensing Unit ensures that only qualified practitioners are licensed to practice dentistry, dental hygiene, or dental radiation technology in Maryland.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience with program formalities, establishment, and modification of program goals
  • Experience supervising and leading a unit or team
  • Experience drafting reports and suggesting final recommendations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
