Main Purpose of Job

This position is in charge of implementing BCDSS' Continuous Quality Improvement (CQI) and Quality Service Review (QSR) processes for the child welfare program, ensuring that BCDSS provides effective services to children and families, resulting in positive outcomes such as child safety, well-being, and permanency. In addition, this position conducts program evaluations of BCDSS' child welfare programs to evaluate case practice within the child welfare system at BCDSS, including: conducting and/or participating in QSRs in accordance with its model within the Out-of-Home Program (OHP) and Family Preservation Program (FPP), performance analyses, federally mandated Child and Family Services Reviews (CFSR), special project reviews, and other assignments in support of the Agency's CQI activities.

POSITION DUTIES

  • Conducts case evaluations by interviewing children, families, and community stakeholders, auditing documented case material, and synthesizing obtained information to identify pertinent findings. 
  • Prepares comprehensive and convincing evaluation reports; assessing performance and data results; and advising on measures to improve child welfare practice, performance, and outcomes.
  • Prepares and schedule (QSR)activities and interviews using defined procedures and schedules.
  • Analyzes data and collected information to identify trends and areas for strength and improvement.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience using Microsoft Office and Google Suites. 
One year of experience managing data collections.
One year of experience working with child welfare agencies or groups.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
