Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Officer III. This skilled service position serves as the Corporate Purchasing Card and Working Fund Administrator for the Department of Labor.  Administrative Officer III is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies.

Main Purpose of Job

The incumbent is responsible for managing and evaluating the day-to-day operations of the Department of Labor’s Working Fund Unit (which includes the processing of Agency employee expense reimbursement claims), and the Corporate Purchasing Card Program.

POSITION DUTIES

Duties of this position include but are not limited to:
Purchasing Card Program Administrator
● Assists the Fiscal Officer with coordinating and directing the daily operations of the Corporate Purchasing Card Program’s functions for the Agency.
● Implements processes and procedures, interprets and applies regulations, and oversees the use of the corporate purchasing card by Agency cardholders to ensure adherence to policies, rules, and regulations.
● Sets goals and deadlines and enforces policies at the Agency-level for the Purchasing card program.
● Serves as the principal point-of-contact with the MD Comptroller’s Office and the facilitation bank for matters related to the Corporate Purchasing Card Program.
Working Fund Administrator
● Reconciles the Department’s domestic Working Fund monthly. The Fund currently totals approximately $86,000.00 and is used for travel advances, travel expenses, petty cash reimbursement, salary advances and other emergency requests necessary for the daily operation of the Department.
● Utilizes the guidelines established by the Department of Budget & Management (DBM) to create and update the Department's Travel Policy & Procedures which are used in day-to-day operations by the Working Fund Unit Staff.
● Reviews and approves audited expense and petty cash vouchers prepared by the Working Fund Unit staff for all travel advances to assure accuracy, proper documentation and the authenticity of the documentation submitted for reimbursement, as well as adherence to the guidelines of the Department and DBM.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience  auditing employee expense vouchers.

Experience with SOM CPC Program.

Experience managing and reconciling a Working Fund.

Experience with Google Drive & Applications.

Experience with Adobe Pro.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
