The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing service opportunities available through​ the Governor's Office on Service and Volunteerism.

Main Purpose of Job

The Communications Associate (CA) reports to and follows the direction of the Director of Marketing and Communications for the Maryland Department of Service and Civic Innovation (DSCI). The CA is the social media and digital design manager for the department; primarily responsible for organizing, staging, and posting content to the various website pages and social media accounts that are under the control and authority of DSCI. CA is responsible for data and information collected for organizational analysis for developing and revising the marketing and communications plans. The CA conducts research on creative new content ideas DSCI would use to build its brand and increase public awareness, especially with its key target audiences. The CA is responsible for the day-to-day management and utilization of all communications and marketing technologies (to include social media), video, photography, and graphic design tools, and emerging social media platforms. Serve as the liaison to the units for web content, ensuring efficient operations for those unit content managers.

POSITION DUTIES

This position will be primarily responsible for ensuring that the DSCI social media content calendar is loaded with the appropriate content in a timely manner (two weeks in advance as a standard goal) to coincide with the Communication Director's communication plan that takes into account public events, agency activities, and traditional media opportunities. The incumbent will help to create, edit, and manage the content that is used for  social media, website and newsletters.  The incumbent will be responsible for all digital media and digital content production.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Qualified candidates will provide company, position title to support the completed application.  Incomplete supplemental questionnaires will not be considered.

The preferred candidate will have:

  • A minimum of 2 years experience using digital tools such as Photoshop, Canva, and web editing software.
  • A minimum of 2 years experience working in a public relations, marketing or advertising agency.  (This includes work in a marketing or advertising group within a larger organization).
  • A minimum of 3 years experience in traditional media relations, this may include working as a press secretary, news reporter, television producer or similar role in radio, newspaper or television news.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
