Main Purpose of Job

The Office of the Attorney General is seeking applicants for an Administrative Officer III (Case Manager/Paralegal) position to provide case management, administrative and paralegal support to the Assistant Attorneys General (AAGs) who represent the Maryland Cannabis Administration (MCA). The MCA is a newly established independent State agency with a high volume of exciting and fast-paced work. Responsibilities include providing administrative and office support to assist the unit in managing attorneys' cases effectively. 

POSITION DUTIES

The Administrative Officer III (Case Manager/Paralegal) should be comfortable drafting correspondence, maintaining filing and organization systems, filing electronically in courts and administrative tribunals, organizing and assembling records for discovery, and assisting in all aspects of litigation preparation, research, and support.  This position will track all attorney deadlines and acts as a liaison between AAGs and the agency to gather necessary case information, reviews and organizes discovery materials, including reviewing documents and working with attorneys to mark documents for privilege/redaction, assembles exhibit binders, and reviews investigative reports and related files to ensure that files are complete when a case is received.  Ensures that pleadings, affidavits, subpoenas and other legal documents and correspondence related to administrative prosecutions and litigation pertaining to the conduct of court cases are current and maintained.

The Case Manager/Paralegal will be supporting a newly independent unit; therefore, the person selected for this position will be expected to assist in evaluating efficiency of operations and develop, revise and recommend new policies, standards, and workflow procedures, including recommending new technology where appropriate, developing a central filing system, and assisting in the direction of the daily operation of the unit.  The work performed by this unit often involves a new industry with new statutes and regulations, adaptability and creative problem-solving skills are valued.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

The ideal candidate will be able to provide consistent work at a high volume with limited instruction and have strong organization and writing skills.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. At least five years of experience in administrative staff or professional work.
2. Experience performing legal research and preparing legal documents on behalf of an attorney.  
3. Knowledge of civil litigation or administrative proceedings.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
