Introduction
Alcohol,
Tobacco, and Cannabis Commission (ATCC) is tasked regulating the alcohol and
tobacco industries and enforcing illegal alcohol and tobacco activities in
Maryland. The ATCC also supports the Maryland Cannabis Administration (MCA) and
the legal cannabis industry by conducting inspections and taking enforcement
actions when appropriate. The mission of the ATCC is to advance public safety,
support economic growth, and reduce public harm by promoting the responsible
sale and consumption of alcohol, tobacco, and cannabis products through
consistent and predictable administration and enforcement of laws and
regulations, as well as the strategic integration of process management,
functional expertise, and the study of operations and administration of similar
laws in other states and countries.
The mission of the Field Enforcement Division of the ATCC is to
protect consumers from illicit alcohol, tobacco, and cannabis products entering
the marketplace as well as ensuring state revenues are protected. The Field
Enforcement Division provides guidance to the alcoholic beverage and tobacco
industries through a program of inspection, education, and enforcement to
ensure compliance with state laws and regulations. The Field Enforcement Division strives to
maximize a culture of compliance with the alcohol, tobacco and cannabis laws
and regulations of the state by being adaptable to statutory changes and
product evolution, employing modern technology, and advancing state-wide
consistency in enforcement.

Main Purpose of Job
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
Assists
with the creation and submission of reports to the Governor and General
Assembly in accordance with § 2–1246 of the State Government Article.
Compiles,
drafts, and reviews data in preparation of mandated reports and studies related
to the alcohol and tobacco industries in and out of Maryland.
Prepares
correspondences, fact sheets, position papers, statements, and new policy
memoranda for the Alcohol, Tobacco, and Cannabis Commission.
Prepares
and/or contributes to the preparation and development of management tools such
as procedural manuals, statistical reports, work-flow charts, performance
measurement criteria or organization charts.
Completes
long and short-term special projects as directed by a higher-level
administrator or management official. Supervises or assists in the supervision
of specific programs, sub-programs or operational units.
As
directed by a higher-level administrator or management official, acts on the
Director’s behalf as liaison with departmental units and outside agencies to
coordinate the collection and distribution of information.
Coordinates
inter-agency transactions and provides liaison with officials in other agencies
in the State, legislature, the federal government, private industry, or local
government agencies.
Assist
the Unit Supervisor in organizing the operation of the Research and
Administrative Support Unit.
Responds
to inquiries from the business community, compliance companies, and the general
public, related to the Regulatory, Licensing and Administrative Services
Division.
Responsible
for providing administrative support to the Regulatory, Licensing and
Administrative Services Division. Duties include, but are not limited to,
report preparation, photocopying, filing, mailing of documents and
correspondence.
Participates
in the check payment processing procedure.
Provides
administrative support to ATCC members, staff, and local liquor board/health
department administrators, related to alcohol and tobacco laws, rules, and
regulations standards and procedures.
Assists
other staff members of the ATCC with maintaining records and keeping databases
within Division. Uses organizational skills to track and update records from
secure and confidential files.
Assist
the Alcohol and Tobacco Licensing Unit with entering payment information and
data in Salesforce. Review and report issues found in Salesforce. Pull reports
from Salesforce to analyze and distribute.
Assists
with Property Control functions as needed. Other duties as assigned, to include
those relevant to any current or future Memorandum of Understanding (MOU)
between the ATCC and any other agency.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The following qualifications are highly desired or preferred:

experience working on research, data collection, preparation of reports for
publication
1 year
experience working in the Alcohol and/or Tobacco industry.
1 year
experience working in the issuance or regulation of licenses.
1 year
experience working in public relations or serving as a liaison between
organizations.
Microsoft
Office (Windows, Excel, Access, PowerPoint) proficiency of an intermediate or
higher.
Associate
degree or higher from an accredited college
Completion
of College level courses in English and/or courses requiring research papers,
reports, and developing graphical representation of data.
