Main Purpose of Job

The main purpose of the position is to provide general programmatic and administrative support for public health accreditation and organization-wide performance management (PM) and quality improvement (QI) activities. This position contributes to the implementation of PM and QI activities using a data-driven approach to assess and enhance the efficiency and effectiveness of programs to build capacity to address public health priorities and deliver public health services to Maryland residents.

In addition, the Public Health Improvement Coordinator will serve as the lead for constituent correspondence within the Office of the Deputy Secretary for Public Health Services, ensuring timely and effective responses to constituent and legislative inquiries. This includes coordinating outreach, monitoring correspondence, and identifying emerging issues that may require coordinated responses or policy actions. 

The Public Health Improvement Coordinator will support the development of project and program work plans and utilize tracking tools to provide project status updates. Activities include gathering data and preparing reports to demonstrate capabilities and to meet reporting requirements, including assessing procedures and policies that demonstrate the Department’s capacity to deliver the ten essential public health services. 

The Public Health Improvement Coordinator must have the ability to work collaboratively as part of a team as the position requires extensive coordination and communication with internal program leads, external partners, and Department leadership. The Public Health Improvement Coordinator may also provide administrative support for procurement, communications (e.g., newsletter development, website content manager), software packages, and other needs as they are identified.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience in handling small procurements, including managing contracts and ensuring compliance with state regulations and procedures. 
  • Experience in managing and responding to constituent correspondence. 
  • Knowledge of Public Health Accreditation Board (PHAB) accreditation and reaccreditation standards and measures. 
  • Experience with website creation and management, including proficiency in SharePoint.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
