Main Purpose of Job

This full-time contractual position is responsible for the coordination of Extreme Risk Protective Order (ERPO) education and system navigation in both Frederick and Washington Counties. Raising awareness and accessibility of ERPOs is an essential tool in violence prevention and improving safety from gun violence in our communities. The ERPO Coordinator/Educator will work collaboratively with community partners to develop an ERPO training program and accompanying materials. Once finalized, the ERPO Coordinator/Educator will provide education and training regarding ERPOs for law enforcement and other key stakeholders, such as county attorneys, court personnel, judges, local victim advocates, service providers, representatives of Frederick County Public Schools, community groups, and clinicians. The ERPO Coordinator will also provide education in the areas of lethal means counseling and safe storage. The ERPO Coordinator/Educator will assist individuals in the community that are interested in filing an ERPO upon request. Assistance will include providing education about the documentation and processes, supporting individuals in completing documentation, and attending court hearings with the petitioner.

The Extreme Risk Protective Order Coordinator/Educator will provide referrals to supportive community resources and services for ERPO petitioners as needed. This position will lead the Western Central Region ERPO Coalition quarterly. This will require the ERPO Coordinator/Educator to build relationships and work collaboratively with local officials, mental health service providers, hospital systems, the Heartly House, courts, consumers, advocates, and others interested in ERPOs. The ERPO Coordinator/Educator will also collect and report data, maintain records of training(s) provided, petitioners assisted, how many ERPOs were filed with ERPO Coordinator/Educator assistance, how many ERPOs were granted, and how many were denied. This position will represent the Frederick County Health Department in relevant community meetings.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
