Main Purpose of Job

The Department of Natural Resources (DNR), Maryland Park Service located in Annapolis, MD, is currently accepting applications for one (1) Seasonal Contractual Project Review Planner. This 10-month seasonal position provides direct support to the Project Review and Planning team and will be based at the Tawes State Office Building in Annapolis, Maryland (Anne Arundel County) but will include both field work and telework. The Project Review Planner’s duties may include, but are not limited to:
  • Scoping and screening of projects proposed on State-managed lands for natural resource information and concerns; 
  • Using natural resources GIS information, aerial imagery, and various maps and other data sources to facilitate preliminary desktop assessments and analyses; 
  • Coordinating with other units of the Department and other resource agencies to review projects and address concerns affecting project implementation; 
  • Visiting projects sites and participating in virtual meetings; 
  • Development of site plans and project maps using ArcGIS software; and 
  • Documenting project reviews including compilation of comments from resource experts and correspondence with project proponents.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences may be substituted for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong knowledge or experience utilizing ArcGIS software for project analysis and site planning;
  • Strong organization, database management, writing and research compilation skills;
  • Knowledge of the principles of natural resources planning and the technological, social and economic factors having an effect upon natural resources protection, management and development;
  • Knowledge of federal, State, regional and local planning concepts, procedures and permitting;
  • Experience working with environmental professionals, planners, and architectural and engineering consultants; and
  • Knowledge of biology, botany, horticulture, geography and ecology of Maryland and/or knowledge and interest in various aspects of land and natural resource management.

SPECIAL REQUIREMENTS

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
