Performance Based Opportunity

to a higher grade within the classification series, based on satisfactory work
performance. 

Progressive grade levels include:
Natural Resource Planner II – Grade 15 ($57,275 - $92,108)
Natural Resource Planner III – Grade 16 ($60,987 - $98,313)

Main Purpose of Job

The Natural Resources Planner I will develop and process industrial and municipal facilities (individual and general). The incumbent will also develop and process groundwater discharge permit applications, draft permit requirements, and manage the permit project through the final decision to issue or deny a permit. The incumbent in this position will  also provide natural resource planning in the Groundwater Discharge Permits Division. Work duties may include reviewing the project hydrogeologic report and onsite system design, evaluating groundwater quality requirements and treatment systems. The Natural Resources Planner I  may be required to prepare the groundwater discharge permits, fact sheets, public notices and written responses to comments, meet with applicants and interested parties, conduct and participate in public meetings, and issue the discharge permits. The incumbent in this position may need to complete general permit development assignments and work closely with compliance staff on issues involving violations of State groundwater regulations.

The working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. Regular site visits of wastewater treatment plants where unpleasant odors always exist. Work involves exposure to hazardous conditions which may result in injury. Site visits might involve exposure to hazardous conditions and contain the potential for injury. Work involves special physical demands such as climbing ladders, etc. Work requires the use of protective equipment such as goggles, gloves, mask, etc. When going on site visits, protective gear is mandatory.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
