Main Purpose of Job

The Natural Resources Planner I is an entry-level position within the Water and Science Administration, Watershed Protection, Restoration, and Planning Program to assist in identifying and prioritizing opportunities for incorporating climate resilience and environmental justice (EJ) practices into Chesapeake Bay Watershed Planning efforts. This includes researching best management practices (BMPs) to maximize the benefits of mitigating the effects of increasingly flashy and more intense storms in a way that benefits the communities where they are installed. The incumbent in this position will recommend to supervisors how to work with communities and local governments throughout Maryland to achieve MDE’s climate and EJ goals.

The incumbent will also assist in implementing the Maryland Department of the Environment’s (MDE) Water Quality Trading Program (WQTP) and support the collection and submission of the State’s non-point source data to the Chesapeake Bay Program. The incumbent will review, track, certify, and register water quality trading activity and information for compliance with State laws, regulations, and guidance. The incumbent will also prepare water quality trading guidance in the form of regulation renewals and updated frequently asked questions (FAQs) documents as well as promote the institution of Environmental Markets in Maryland. The incumbent will be MDE’s primary point of contact when coordinating water quality trading initiatives with Maryland state agencies, other states, and federal agencies. The incumbent will be responsible for the technical review of trading processes and updates to the platform, including the addition of the new data management system, Regulatory In-lieu Fee, and Bank Information Tracking System (RIBITS).

A part of the position includes assisting with the collection and management of nonpoint source Best Management Practice (BMP) data used to evaluate nutrient pollution reductions to the Chesapeake Bay. The incumbent will make recommendations for decisions regarding the inclusion/exclusion of elements of Bay model data. The incumbent will assist with refining data management systems as needed to resolve deficiencies in both the sources of the data and in the database used to house the BMP data and implement solutions for system enhancements. The incumbent will contribute to updating and maintaining a quality assurance project plan (QAPP) for this activity. The incumbent will also represent MDE at various U.S. Environmental Protection Agency (EPA) Chesapeake Bay Program (CBP) meetings, workgroups, and advisory committees.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  • Knowledge, training, or experience in working with statistical software;
  •  Knowledge, training, or experience in using Geographical Information Software (GIS);
  •  Knowledge, training, or experience in working with databases such as Microsoft Access, SQL, Geodatabases, etc.;
  •  Knowledge or experience with the Chesapeake Bay Program Partnership or Chesapeake Bay water quality impairments;
  • Effective verbal and written communication skills, especially technical writing, science communications, and professional emails.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
