Main Purpose of Job
The Natural Resources Planner
V is responsible for the management and implementation of laws, regulations and
programs that restore and maintain the quality of surface waters and the
protection of nontidal wetland habitats. This position functions as the Eastern
Region Chief for the Nontidal Wetlands Division within the Water and Science Administration. In this capacity, the incumbent supervises
technical staff, renders permit decisions, represents the Department in a
variety of forums and is responsible for educating and coordinating with other government
agencies, other levels of government and the general public.
The Region Chief will also be responsible
for the review of regulated activities impacting jurisdictional wetlands,
regulated buffer, water quality certification and administration of the Army
Corps of Engineers’ Maryland State Programmatic General Permit. The Region
Chief oversees the development of wetland mitigation projects and develops
plans for protecting, enhancing or creating additional wetland areas programmatically,
assists in the development and implementation of policy relative to the Nontidal
Wetlands and Water Quality Certification regulations; develops, approves and implements
flood remediation measures.
The selected candidate for
this position will report to the Salisbury Field Office and perform field duties
in Caroline, Dorchester, Kent, Queen Anne’s Talbot, Somerset, Wicomico and Worcester
counties. In addition, will also be
required to perform field work and travel
during inclement weather.
The incumbent in this
position will be required to drive a State vehicle. If you maintain an
out-of-state driving license, you must provide a certified copy of your driving
record from the appropriate Motor Vehicle Administration at the time of appointment.
Individuals must maintain a driver's license with no more than 5 points on
their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A
Bachelor’s degree from an accredited college or university in an
environmental science or natural resources planning, management, or
development.
Experience: Seven years
of experience in natural resources planning or an applied environmental
science.
Notes:
1. Candidates may substitute
the possession of a Bachelor’s degree from an accredited college or
university in urban or regional planning, engineering, physical geography, or
the physical, chemical, biological or environmental sciences and one year of
experience in natural resources planning or applied environmental science
for the required education.
2. Candidates may substitute
the possession of a Master’s degree from an accredited college or
university in a natural resources planning, management, administration,
development, environmental urban or regional planning; resources economics or
development; environmental system management; water or land resources planning
and management; environmental landscape architecture; or the physical,
chemical, biological or environmental sciences for up to three years of the
required experience.
3. Candidates may substitute
the possession of a Doctorate degree from an accredited college or university
in natural resources planning, management, administration, development,
environmental urban or regional planning; resources economics or development;
environmental system management; water or land resources planning
and management; environmental landscape architecture; or
the physical, chemical, biological or environmental sciences for up
to five years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the
selected candidate has the following:
- Experience in applied wetland/water resource regulation and/or permitting (e.g., Clean Water Act 404, State laws and regulations).
- Experience in performing delineations of nontidal wetlands in the Coastal Plain Physiographic Province.
- Experience leading people, project teams and/or direct supervision of professional staff (e.g., natural resource planners, geologists, biologists).
- Experience with public speaking in various forums (e.g., public informational hearings/meetings, field and/or office meetings with consultants, lawyers, the general public, professional meetings).
- Experience cooperatively working with a diverse population, including engineers, developers, attorneys, corporation owners, inspectors, local and federal government officials, and the general public.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days
annually (prorated based on start date).

PARENTAL LEAVE – up to sixty (60) days
