Main Purpose of Job

This full-time contractual position will be responsible for working closely with the Division Chief of Provider Compliance and the Deputy Director for Policy & Compliance to perform high priority Medicaid policy analyses and implement high priority projects. The position will also assist with specified projects under the Provider Policy & Communications Division (the other division within Policy & Compliance). This position will collaborate with other units within Medicaid Provider Services, including Provider Enrollment, the Long Term Care Provider Resolution Unit, Claims, and with other staff throughout the Medicaid program. This position will evaluate, analyze, research and develop provider policies and programs to address high priority projects within Policy & Compliance. To satisfy its responsibilities, this position will prepare reports summarizing research findings; analyze data to support policy, programs and services and development; analyze and develop recommendations regarding provider activities governed by regulation or sub-regulatory guidance; develop internal communication materials; facilitate data-driven analysis and process coordination across administrations regarding provider policy and compliance; and plan, coordinate and oversee, with assistance, new provider policy implementation projects. This position will work with lead analysts, Directors, Deputy Directors, and Division Chiefs.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: One year of experience performing qualitative or quantitative analysis.

Note: Candidates may substitute eighteen credit hours towards a Master’s degree in Health Sciences, Health Care Administration, Public Policy or closely related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience communicating complex health care policies to internal and external audiences
  • Excellent writing and communication skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
