Main Purpose of Job

The main purpose of this position is to provide health program and policy expertise to high priority initiatives for the Medicaid Office of Innovation, Research and Development (IRD) under the Deputy Secretary for Health Care Financing.

This Health Policy Analyst I position will facilitate projects related to implementation of new benefits, program expansions, pilot programs and monitoring and evaluation activities to improve access to and quality of care for the Maryland Medicaid population. The position will facilitate internal and external stakeholder and staff meetings, conference calls and committee meetings on key projects including—but not limited to—the expansion of school based behavioral health services and the implementation of pre- and post-release services for justice-involved individuals. This position will also inform the development of applications for federal authorities from the Centers for Medicare and Medicaid Services (CMS), as needed, to maximize federal investment into new and existing programs (e.g., §1115 waivers and Medicaid State Plan Amendments). This position will provide subject matter expertise in the design, development, implementation, and evaluation of high-priority projects in the Medicaid program and provide information to senior managers and policymakers on issues related to health care services, financing, and regulation. 

This position will also be responsible for developing accurate responses to legislative offices, the Governor, press and other external groups. The position will analyze federal and state legislation, including the calculation of fiscal impact, as required. 

This position is eligible to perform its duties via remote telework 60% or as otherwise permitted by the appointing authority. Permission to telework is subject to the discretion of the appointing authority and can be terminated at any time as outlined in the telework agreement.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note: Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with project management and working in a team-based environment where assignments may come from different members of the management team.
  • Experience working with different stakeholders and communication on health policy-related issues.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
