Main Purpose of Job

This position's primary goal is to review, analyze, investigate, and create provider policies and programs to solve high-priority issues within the Provider Resolution Division. To fulfill its responsibilities, this position will analyze and develop recommendations regarding provider activities governed by the policy, procedures, and regulations; establish internal communication materials; facilitate data-driven communications, analysis, and process coordination across Administrations regarding provider policy and compliance; prepare reports summarizing research findings; analyze data to support policy, program, and service development; and plan, coordinate new policy implementation projects. This position will be the main analyst, collaborating closely with the Assistant Director, Deputy Director, Director of Medicaid Provider Services, MDH executives, and a wide range of Medicaid program workers.

This position may represent the Assistant Director at internal and external meetings to articulate provider policy needs and justifications for implementation decisions. This position serves as a liaison for internal and external entities, both public and private, regarding the Medicaid Program, which provides services to the provider community, the Maryland Department of Health Services (MDHS), and other Maryland Department of Health (MDH) administrations, concerning non-payment issues concerning recipient eligibility and Long Term Care (LTC). This position serves as the key information resource for internal staff, the provider community, and fiscal representatives who make inquiries and file complaints about policy and processes that affect claim nonpayment. This position develops, advises, and participates in training programs related to the Medicaid Program; identifies methods for cost avoidance; participates in system development projects, audits, investigations, and utilization reviews of the Medicaid Program for quality assurance; and makes recommendations on unusual situations regarding policy interpretation. 

Additionally, this position must train, direct and instruct lower-level staff and service providers by applying and interpreting Medical Assistance regulations and policies. This position may operate in a hybrid manner, meaning job duties may be performed both remotely and on-site (e.g., 80% remote, 20% onsite), based on the designated telework schedule/plan that best fits the unit and or otherwise directed by the Appointing Authority, as well as other duties, responsibilities, and qualifications may be required and/or assigned as necessary.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note: Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with state Medicaid eligibility
  • Customer service experience
  • Experience with Federal/State health insurance program policies

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
