POSITION DUTIES

This position functions as the program supervisor of the Well and Septic Program. The position supervises front line supervisors, Environmental Health Specialists, plus assigned administrative staff while maintaining general oversight of all program staff in the implementation and oversight of all rules, regulations, laws and policies regarding private water supplies and on-site sewage disposal systems.

This position is eligible for hybrid telework.

25% 
Manages the Well and Septic Program
Provides managerial oversight of all Environmental Health Specialists and administrative staff in the Well & Septic Program who are responsible for planning, inspection and approval of on-site sewage disposal systems and wells to ensure bureau compliance with the Maryland Department of the Environment (MDE) delegated regulations and the Howard County Code.

25% Supervision of the Development Coordination Section
Manages all records and provides supervision of all Environmental Health Specialists who are responsible for regulating development in Howard County.

30% Plan and Permit Review
Manages and has responsibility for all Well and Septic Program plan and permit review activities including: Subdivision plans, Board of Appeals, Zoning Board responses, input into Master Water & Sewer Plan, plus addressing various bureau variance petitions, etc.

10% Well and Septic Program Policies and Procedures Manual
Create and update the Well & Septic Policies and Procedures Manual.

10% Administrative and Other Duties As Assigned
Actively promotes Bureau and Department objectives while accomplishing administrative duties including review and submittals of time sheets, leave requests, reports of accidents/injuries to staff, etc. Additionally, provide primary or back-up coverage for on-call responses, maintenance of an Environmental Health Specialist License, plus related duties as required to facilitate program efficiency and related program needs. Provide good customer service to all Health Department customers

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Three years of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations, including one year in a supervisory capacity.

Notes:

1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.              

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
- Experience supervising staff and supervisors in the field of environmental health or regulation enforcement
- Experience managing or leading a program 
- Knowledge and experience of onsite sewage disposal systems and wells
- Experience interpreting and enforcing regulations
- Experience resolving disputes and complaints 
- Effective communication and problem solving skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists. A copy of your license or license number must accompany your application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
