The Maryland Freestate ChalleNGe Academy (FCA) is one of the original 10 state Challenge Programs.  FCA is a tuition-free program which offers at-risk adolescents, 16 to 18 years old, an opportunity to change their future for the better by providing the skills, education and self-discipline needed to become responsible, productive citizens. The initial program consists of a 22-week residential phase. During this phase the cadets learn self-discipline, leadership, and responsibility. Participants live and work in a controlled military environment, encouraging teamwork and personal growth. A 12-month post-residential phase focuses on helping enroll graduates into continued education, technical school programs or entry-level employment. During the post-residential phase, students are assisted by at least one trained mentor from the community for further development. Main Purpose of Job

The main purpose of this position is to monitor, supervise and direct cadets who are participants in the Maryland National Guard Military Youth Corps, Freestate ChalleNGe Academy. This position will maintain discipline in the corps and provide practical guidance that will enable the cadets to complete the program and function effectively in society.

The Commandant is a management position that reports directly to the Deputy Director of FCA. They will serve as the Commandant of cadets and cadre by providing and demonstrating leadership, respect, and integrity, while ensuring a smooth operation of the FCA facility.The Maryland Military Department is seeking a candidate that will provide leadership, supervision, and motivation to not only cadets, but staff as well. This position will work closely with the Deputy Director and Director to ensure that the program is adhering to the standards that have been set by the agency, as well as providing a positive and invigorating environment for the cadets to thrive and develop in.

POSITION DUTIES

Position Duties include but are not limited to:

1. Providing supervision to the Assistant Commandant.
2. Overseeing the development and training of all cadre staff.
3. Providing counseling to FCA cadets.
4. Assist cadets with education requirements for graduation.
5. Providing effective communication with the Deputy Director, Director and FCA staff.
6. Investigate and report instances of cadet and cadre misconduct in accordance to policies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of the following:  Prior military experience such as Military leadership, Senior Non-Commissioned Officer, Non-Commissioned Officer, Drill Instructor, Tech Instructor or similar training.
2. Supervisory experience:  providing supervision to multiple employees.
3. Two years of experience providing supervision to at-risk youths.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1.  Selected candidate will be subject to a criminal background check as required by the Family Law Article,Section 5-561, Annotated Code of Maryland. The candidate will also be subject to a Childcare and Federal background check in order to access the military installation.

2.  Employees in this classification are required to successfully complete training as indicated by the National Challenge Program, such as a one-week basic course for all Challenge Program staff and advanced courses on specific job responsibilities.

3.  Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

4. This position also requires a valid Maryland Motor Vehicle operator's license class C with less than 5 points in order to operate state vehicles.

5.  Employees within this classification series may be required to operate large vans and buses to transport youth offsite. Employees assigned these duties will be required to obtain a Class C Maryland driver’s license

6.  Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

7.  Employees in this classification will be trained in cardiopulmonary resuscitation and first aid leading to certification. These certifications must be kept current as a requirement of residential childcare licensure by the Department of Human Resources.
