The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

Main Purpose of Job
The Office of the Attorney General is seeking an Instructional Designer to support our Professional and Organizational Development Division team. This position will work closely with in-house subject matter experts and other office stakeholders to develop, implement, and evaluate comprehensive training programs for staff at all levels. Training topics will include, by way of example, subject matter and practical legal skills, workflow management, communications, leadership, wellness, and compliance/policy.
POSITION DUTIES
• Collaborate with subject matter experts (SMEs) and stakeholders to identify the learning needs and objectives of the target audience. Work with Director and Deputy to create a comprehensive instructional plan. Develop creative course outlines, objectives, participant guides, facilitator guides, and other materials as required for classroom and online participants.
• Develop training content including copy, graphics, video scripts, slide decks, reference guides, worksheets, digital content in a variety of delivery methods (on-demand, online instructor led, in person instructor led, and hybrid).
• Curate off-the-shelf trainings and free online tutorials in response to agency needs.
• Support the development of onboarding and other human resource learning programs.
• Create and coordinate program evaluation surveys; compile and analyze survey data; make recommendations to improve programs; monitor continuous improvement of program performance and effectiveness.
• Coordinates, assists, and serves as a backup to the LMS Administrator in building an extensive LMS course catalog, provides on-line course approval and registration, e- Learning, instructor-led classroom courses and on-line library resources across multiple platforms.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:
1. A Bachelor’s or master’s degree in instructional design;
2. Minimum of 2 years of experience designing and implementing instructional programming for adults;
3. Knowledge of instructional design models including ADDIE and SAM; evaluation models; adult learning theory; instructional technology, programs, and platforms including SCORM and xAPI; training facilitation; and state and federal accessibility standards;
4. Experience in a law firm, legal organization, or law school.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
