Main Purpose of Job

This is the primary position for the Bureau of Investigative Services Unit (BIS) in the Office of the Inspector General (OIG). This position conducts reviews, examinations and investigations in order to objectively monitor, verify, and analyze allotment of State and federal funds disbursed through Department of Human Services (DHS). It is a key resource for ensuring department financial integrity with regard to preventing and investigating fraud and other misconduct against DHS. By protecting DHS programs that must be free of financial and other types of abuse, the position also contributes to ensuring DHS customers achieve independence. This assists the OIG’s mission to protect the integrity of the DHR and to detect, deter and reduce financial loss to the State. This position travels throughout the State of Maryland. POSITION DUTIES Develop an investigative work plan in order to conduct reviews/examinations/investigations. Referrals to include allegations of fraud, waste and or abuse of DHR programs by employees and/or contractors. Analyzing and interpreting program policies and procedures within DHR to assure payment accuracy, and compliance with appropriate federal and state laws. Analyze disbursements related to suspected fraud, including, but not limited to programs administered by Family Investment Administration (FIA), Child Support Enforcement Agency (CSEA), Social Services Administration (SSA), Maryland State Department of Education (MSDE) and the Department of Health and Mental Hygiene (DHMH). Analyze allegations of misconduct to assure any misuse of State Funds and other resources is resolved. Researching records, and gathering/preserving documentary evidence. Reviewing/verifying/analyzing the documentation of the reviewed entity. Contribute to improved internal controls and quality assurance of SNAP, TANF, CCS, OHEP, EA, FC, WAGs and CS. Recommending, controls to reduce risk and vulnerability; as a result of reviews/examination/investigations. Recommendations may also lead to developing, and conducting appropriate training of DHS staff to strengthen and improve internal controls.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of investigatory experience in any of the following areas: Public assistance, child welfare, social service to adults, child support, law enforcement, criminal law and/or fraud investigations.

One year experience in field work in a human services program or similar program.

One year of experience using Microsoft Office Suite Word Suite. 

Certification in Fraud/Investigative or Data Analytics.

LIMITATIONS ON SELECTION

This recruitment is limited to current Department of Human Services employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
