Main Purpose of Job

This position will function as the technical advisor to The Adjutant General of Maryland and the Maryland Army National Guard (MDARNG) in matters pertaining to environmental topics, and as a statewide project manager of all aspects of the Clean Water Act and the Safe Drinking Water Act at all MDARNG sites. The incumbent will work as the environmental assessment principle who provides on-site assessment capability for the Maryland Army National Guard installations and sites supported with Federal and State funds.

POSITION DUTIES

The incumbent in this position will function as the project manager and Environmental Point of Contact ( POC) for all assigned MDARNG sites. The main functions of this position include monitoring Maryland Army National Guard Environmental Programs and ensuring adherence to federal, state, National Guard Bureau (NGB), local environmental laws, policies and regulatory guidance.

Position duties include but are not limited to:       

  • Function as the Environmental Point of Contact (POC) for assigned MDARNG Sites.
  • Function as the project manager for all applicable MDARNG sites to ensure proper compliance with laws and policies.  
  • Coordinating and executing all requirements for MS4 permits.            
  • Ensure all drinking water wells are properly permitted, tested and reported.
  • Assist the Natural Resources project manager on project plans, Geographic information System layer, and visual surveys.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience functioning as a project manager for multiple sites.
  • Experience providing environmental assessments in accordance with federal, state and local laws.
  • Experience coordinating and executing proper requirements for State or Federal permits.
  • Experience conducting field surveys for natural resources, specifically flora and fauna.
  • Experience analyzing water quality testing results for an organization.
  • Experience reviewing as-built construction drawings.
  • Experience writing professional reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland less than 5 points on their driving record. 

SPECIAL REQUIREMENTS

Common Access Card (CAC) required.

This position will require the ability to pass a US Federal background check in addition to a Maryland State background to access the US Federal Facilities and computer systems by being issued a CAC card.  The ability to obtain and maintain access to the facility and CAC is a condition of employment for this position.
