Main Purpose of Job

The main purpose of this position is to provide guidance and assistance to the recipients of the $2 billion Capital Grant and Loan (CGL) Program. The CGL Program is responsible to carry out the terms, conditions and requirements of the State legislation that appropriates grant funds State-wide, for the benefit of nonprofit organizations, local municipalities and county governments, and other specific non-State owned projects. Funds are allocated to local recipients, subject to the approval of the Board of Public Works, for capital projects. Projects may be funded in whole or in part by the State.

POSITION DUTIES

Duties for this position include but are not limited to:

• Assists the Program Manager(s) in providing guidance, direction, and oversight to grant recipients and their technical, legal, administrative consultants in preparing required grant agreements.
• Performs contract reviews and reimbursement actions including supporting documentation to ensure recipient actions comply with program requirements, policies and procedures.
• Analyzes and reviews grants applications to ensure projects comply with the specific requirements of each Legislative Bond Initiative.
• Prepares agenda items for approval by the Board of Public Works (BPW) at scheduled meetings. 
• Reviews grant recipients' contract and change order documentation for eligibility including A/E and construction contracts, procurement actions including: competitive bids, request for proposals, small purchases, sole source, negotiations, land acquisitions, equipment/material purchases, etc. 
• Determines the necessity and initiates a technical eligibility review for miscellaneous project costs claimed by a grantee. 
• Provides project status information upon request to the Program Manager(s), DGS staff including real estate, legal, fiscal/accounting, and other State representatives from the Comptroller's office and BPW.
• Maintains comprehensive electronic project records including official grant documents, procurement actions/contracts, eligibility determinations, disbursement of funds and general correspondence (BPW, Fiscal Services Division, recipient, etc.).
• Delivers presentations at regularly scheduled workshops providing training related to the Capital Grants post-authorization process to grant recipients and beneficiaries, local officials, elected State representatives.

• Maintains Grants Database - Adding new grant information, revising grant information, and updating grant information.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

• Excellent oral and written communication skills.

• Working knowledge of COMAR (The Code of Maryland) and other Maryland procurement regulations.

• Two (2) years of experience with contract management and grant management.

• Experience advising or consulting Executives or Officials on internal and external issues.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
