Introduction

MDEM is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by assisting with the Disaster Risk Reduction Directorate.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

NOTE: Position will be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Structure (SEOC) and according to the Consequence Management Operations Plan (CMOP). This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities. 

The Maryland Department of Emergency Management (MDEM) is an agency of the State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency management project leads support MDEM’s mission by supporting projects and programs which ultimately enhance preparedness for all Marylanders.

This position reports to the MDEM Deputy State Hazard Mitigation Officer (DSHMO), and State Hazard Mitigation Officer (SHMO) as needed, and provides support to the Hazard Mitigation Branch. As a hazard mitigation project officer the individual completes specific components of an overall project and completes tasks assigned by DSHMO and SHMO. This position serves in a support capacity in emergency management programs. 

This position is primarily responsible for planning and coordinating State and local mitigation  projects in accordance with applicable guidelines, policies, and regulations. Responsibilities include:

● Coordinating with Maryland local jurisdictions to solicit, review, submit, and monitor hazard mitigation projects throughout the entire grant process to include pre-award, implementation, closeout, and post-award.
● Providing technical assistance and subject matter expertise to develop, maintain, implement, and update local and State hazard mitigation plans
● Compiling and ensuring accuracy of subrecipient quarterly progress reports and any other reporting required by funding sources
● Monitoring grant-funded mitigation projects, including but not limited to, conducting site visits, verifying eligibility of reimbursements, and ensuring subrecipients are incompliance with 2 CFR 200 and all applicable grant program requirements
● Conducting educational outreach to inform stakeholders on mitigation best practices, risk reduction, community preparedness and resiliency, long-term recovery, resources, and funding availability
● Supporting the development of policies and strategies to further mitigation efforts. 

This position also supports MDEM programs, projects, and activities related to MDEM’s mission, and may be tasked to support other related MDEM programs, projects, activities, and duties as assigned. This position is tied to federal grant funding and will primarily work on federal disaster declarations and non-disaster programs. In order to fulfill these responsibilities, this position requires strong communication, presentation, organizational, and writing skills.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Planning and coordinating State and local mitigation projects in accordance with applicable guidelines, policies, and regulations;
  • Coordinating with Maryland local jurisdictions to solicit, review, submit, and monitor hazard mitigation projects throughout the entire grant process to include pre-award, implementation, closeout, and post-award;
  • Providing technical assistance and subject matter expertise to develop, maintain, implement, and update local and State hazard mitigation plans Compiling and ensuring the accuracy of subrecipient quarterly progress reports and any other reporting required by funding sources;
  • Monitoring grant-funded mitigation projects, including but not limited to, conducting site visits, verifying eligibility of reimbursements, and ensuring subrecipients are in compliance with 2 CFR 200 and all applicable grant program requirements;
  • Conducting educational outreach to inform stakeholders on mitigation best practices, risk reduction, community preparedness and resiliency, long-term recovery, resources, and funding availability
  • Supporting the development of policies and strategies to further mitigation efforts;
  • Provides internal agency support by participating in exercises and acting in assigned staff roles during emergencies; complete special projects as assigned. Maintains proficiency in emergency management procedures, policies, and software, e.g., Web EOC/NIMS;
  • Emergency and Disaster response and recovery operations as needed and/or assigned by agency Executive Director, Deputy Executive Director, Directors, or Operations Personnel

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

One (1) year of experience in grants/project management

Previous experience in local, state, or federal-level grant management

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
