Main Purpose of Job



The main purpose of this position is to serve as the GOCPP staff responsible for managing and documenting post-award subrecipient processes related to desk reviews and/or onsite monitoring visits. This position serves as a liaison to GOCPP’s subrecipients when subawards/entities are selected for onsite monitoring visits. Subrecipients are monitored for programmatic and financial compliance of the Code of Maryland Annotated Regulations (COMAR) and 2 Code of Federal Regulations (CFR), Part 200 adopted by U.S. Department of Justice (DOJ) or U.S. Department of Health and Human Services (DHHS) subawards. This position ensures that all documentation is retained in the GOCPP’s electronic Grants Management System (GMS) to ensure corrective action plans are resolved promptly (within 120 days) to include all compliance elements as applicable. This position is responsible for interacting with GMS contacts including internal and external staff and preparing the monitoring checklist documentation as specifically outlined in the GOCPP’s Subrecipient Monitoring Policy and Procedures and Standard Operating Procedure (SOP). This role is essential to ensuring GOCPP remains in compliance with federal award conditions. Finally, this position oversees 100% of post-award monitoring activities on selected subawards.

POSITION DUTIES

- Desk Reviews

(1) reviewing GMS documentation (pre- and post-award) and coordinating onsite monitoring of subawards with internal and external staff. 
(2) completing a monitoring checklist based on award package, reviewing Subrecipient Organizational Capacity Questionnaire (SOCQ), analyzing compliance of General and Special Conditions prior to onsite visits.
(3) documenting all desk review/site visit activity log in GMS. 
(4) supporting GOCPP Grants Managers, Policy/Program Staff, Fiscal Specialists and Auditors as needed to ensure subrecipient compliance based on 2 CFR and per program regulations cited by various bureaus of federal agencies (Office of Justice Programs, Bureau of Justice Assistance, Office of Victims of Crime, Office of Violence Against Women, Children’s Bureau, Administration of Children and Families to name few)  


- Monitoring State and Federal Grant Compliance 

(5) providing guidance and technical assistance to support subrecipients in accomplishing goals of programs and related to compliance of federal conditions.  
(6) scheduling onsite monitoring visits with subrecipients on behalf of the Regional Monitor, Funding Manager, Chief or Fiscal Specialist role designated for the award record(s) in the GMS.  
(7) preparing agenda for the scheduled sitevisit and documenting all post-award monitoring sitevisits. 
(8) communicating findings and documenting resolution based on the desk reviews in a timely manner. 

- Onsite Monitoring Visits 

(9) independently determining if onsite visits are needed based on feedback from GOCPP staff. 
(10) facilitating onsite meetings with external and internal staff designated in the GMS record. 
(11) ensuring grant programmatic and financial compliance to include goals/objectives are accomplished by reviewing progress, financial and performance measure reports
(12) following up with staff after the onsite visit with a formal letter outlining findings, 
(13) ensuring all findings are closed out in a timely manner. 

- Communication

(14) tracking number of desk reviews and onsite visits conducted in each State Fiscal Year.
(15) assisting grant managers to document all written communication with subrecipients in GMS. 
(16) provide results-oriented customer service to comply with award package conditions. 
 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS


- Experience in monitoring grant compliance for state and/or federal grants.  
- Experience in doing site visits.
- Experience creating spreadsheets and workflows to track compliance. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents. Leave Paid leave will accrue at a rate of one hour for every 30 hours worked.
