Main Purpose of Job

The primary purpose of this job is to administer and coordinate projects funded by federal US Fish & Wildlife Service (USFWS) grants which provide financial assistance to the State, Counties and local entities for the construction and renovation of public motorboat access and associated amenities to serve the growing number of anglers and boaters who desire access to Maryland’s waterways for recreational purposes. This position determines appropriate projects to pursue and develops project proposals to be submitted to USFWS for the purpose of securing funds for eligible projects related to a mandated program. Responsibilities include compiling grant proposals, submitting electronic applications for federal funding, reviewing current program policies and regulations to ensure funds are managed appropriately, drafting agreements for the purpose of passing funds to subrecipients through drafted agreements, monitoring funded projects, and providing required reports through federal portals. This position interprets and applies laws, rules, regulations and policies related to federal and state agency grant funded projects.

This position also provides general administrative assistance to the regional staff members of the Center for Waterway Improvement and Infrastructure which provides grant funding to federal, state, and local jurisdictions for the planning/development/maintenance of public boating access facilities and associated infrastructure, dredging of public navigation channels/harbors, construction of jetties/breakwaters, acquisition of fire/rescue boats and equipment, and other associated projects that benefit the general boating public. 

POSITION DUTIES

The Maryland Department of Natural Resources (MDNR), Chesapeake & Coastal Service Unit is currently accepting applications for an Administrator I to serve as a Statewide Boating Project Administrator. Position duties include, but are not limited to:
  • Investigate statewide recreational public motorized boating access needs for eligible projects to be submitted to the USFWS for the purpose of securing grant funding. 
  • Administer statewide federal boating projects, determine proposed eligible projects to be pursued, develop project proposals, manage approximately four to six active grant projects, monitor and track grants, assist in processing reimbursements for expenditures related to projects; create contracts, agreements and amendments; attend site meetings and conduct final inspection, and submit quarterly and final reports. 
  • Ensure that funded projects have the desired outcomes and are aligned with the intent of the fund source and that laws, rules, regulations and policies related to federal and state agency grants are followed. Monitor previously funded projects as needed. 
  • Communicate and coordinate with USFWS, grant recipients, engineers, contractor, site owner, and various government entities throughout each project’s construction process to assure that the project is completed as per the agreed upon design plans and specifications. 
  • Provide administrative assistance, as needed, to the staff members of the MDNR Center for Waterway Improvement and Infrastructure which provides Waterway Improvement Fund grant assistance to federal, state, and local jurisdictions for projects associated with the needs and safety of the general motorized boating public.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • The ability to interpret and apply established rules, procedures, policies, and laws to ensure that requirements related to federal and state grants are adhered to.
  • Basic knowledge of local, state and federal permitting and environmental requirements.
  • Experience interacting regularly with members of the public as well as local, state, and federal agencies.
  • Understanding of the basic needs of the recreational boating public. 
  • Ability to recognize the need and opportunities to integrate resilience and nature-based solutions into funded projects.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
