Main Purpose of Job

Reporting to the Director of the Bureau of School Health and Support (Community Health Director of Nursing II) this position's responsibilities include both the managerial level of administrative staff work and completing unique special work projects as assigned by the Director. The position provides the Director with analysis of healthcare data as well as School Health management data to assist in School Health Services program coordination, design and implementation. The position provides analysis of approaches to health care service delivery and financing, including but not limited to telehealth and school-based health centers, to assure health care access for underserved populations covering over 85,000 students in 128 Anne Arundel County elementary schools, middle schools, high schools and special education centers. The position assists in evaluating the Bureau's existing programs and budgets and recommends annual budget allocations of $18 million, provides administrative oversight for the Bureau's electronic health records systems, data management systems, contracts and MOU's; coordinates quarterly reimbursements to the County Government's general fund for Registered Nurse services provided under the Kinvan 'Blueprint for Maryland's Future' legislation and annual reimbursements from the Anne Arundel County Public Schools and Charter Schools for Summer School nursing services; manages special projects for the Bureau including legislative analysis and testimony; and acts as a liaison with the Department's Human Resources staff for recruitment, training, employer relations, and maintaining School Health databases for tracking human resources transactions in support of a staff of 350 School Health Services employees consisting of State Professional Service employees, State Skilled Service employees, 10 and 12 month Anne Arundel County Government Contractual Employees and a pool of on call substitute employees.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • A Bachelor's Degree.
  • Experience in preparing written qualitative and quantitative analysis reports.
  • Experience in presenting recommendations clearly and concisely.
  • Experience with multi-variant statistics, including the use of data analysis software including SPSS, SAS, or advanced statistical features in Microsoft Excel or Google Sheets.
  • Experience evaluating, analyzing, researching and developing health care services, policies, and programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
