Main Purpose of Job

This position is responsible for managing and monitoring the building services operations for up to five (5) separate State Office buildings in Annapolis, MD.

The Regional Manager is responsible for the planning, implementation, and coordination of routine and preventive maintenance as well as major repairs, alterations, improvements, housekeeping and security services to support other State agencies.

POSITION DUTIES

Duties for this position include but are not limited to:

 Plans, implements, coordinates and manages the building operations of five State Office facilities to include: developing emergency and safety programs; coordinating routine and preventive maintenance, major repairs, alterations and improvement.

• Interviews and hires prospective employees; oversees and supervises the work of assigned personnel.

• Responsible for the operating budgets of two facilities to include making recommendations, analyzing, reviewing and preparing budget reports.

• Prepares specifications for the bidding and awarding of maintenance and building services contracts; evaluates the contractor's performance and ensures that all of the funds which are expended are the most cost effective.

• May be required to assume the duties and responsibilities of another region in addition to the region that has been assigned. 

• Consults with tenant representatives and other agencies in the resolution of issues related to building systems, maintenance requests, timing and coordination of work.

• Perform other duties and responsibilities as required that enables DGS to fulfill its mission of providing and maintaining buildings that are safe, secure and operationally efficient.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

• Experience with Google Suite, and Microsoft Office. Specifically Excel and Word.

• Experience in customer service and being able to communicate with building tenants and

stakeholders.

• Experience as a building manager of a commercial facility monitoring maintenance operations.

• Experience overseeing the application of policies, laws and regulations.

• Experience analyzing monthly budget reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
