MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.


NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

NOTE: Position will be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Structure (SEOC) and according to the Consequence Management Operations Plan (CMOP). This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.

The Maryland Department of Emergency Management (MDEM) is a principal department of the Executive Branch of State Government with primary responsibility and authority for emergency preparedness policy and for coordinating hazard mitigation, incident response, and disaster recovery. Emergency managers support MDEM’s mission by administering projects and programs which ultimately increase the resilience of Maryland and enhance preparedness for all Marylanders. 

This position reports to the MDEM Hazard Mitigation (HM) Branch Manager and provides support to the Hazard Mitigation Branch. This position supports the daily administration of the branch, in coordination with the other Senior Hazard Mitigation Specialist (i.e., Senior Project Officer [SPO]), per their assigned area of responsibility (AOR). Primary duties include: administering Hazard Mitigation Assistance programs, working closely with the Federal Emergency Management Agency and local stakeholders, and providing guidance and/or supervision to other Hazard Mitigation Specialists (i.e., Project Officers [POs]) in the branch. 

Project management duties also include work plan development, project tracking, developing and maintaining timelines, and also developing project and program recommendation to the HM Branch Manager based upon the planning, executing, monitoring/controlling, and closing of various projects within the delegated portfolio. The SPO may also be asked to complete other tasks delegated by the HM Branch Manager. As the Senior Hazard Mitigation Specialist, close coordination with the MDEM HM Branch Manager, SPO, and POs is required. 

In addition to these duties, this position is expected to be an expert on the projects they lead and provide data to support any project change requests. The position is expected to have a meticulous attention to detail. They may be asked to serve on leadership committees both internal to MDEM and externally. They are also expected to approach all situations in a professional manner which aligns with MDEM’s core values. This position is a supervisory position with at least two POs as direct reports. 

In order to fulfill these responsibilities, this position requires expert proficiency in the following competencies: integrity/honesty and self-management. This position requires advanced proficiency in the following competencies: creative thinking, critical thinking and problem solving, reasoning, oral and written communications, customer service, teamwork, flexibility, and interpersonal skills. This position requires intermediate proficiency in the following competencies: quantitative and qualitative analysis, information management, project management, planning, computer skills, organizational awareness, leadership, negotiating, and technical competence.

POSITION DUTIES

Emergency and Disaster response and recovery operations as needed and/or assigned by agency Executive Director, Directors, or Operations Personnel;

Provide management support to the Hazard Mitigation Branch;

Manage hazard mitigation projects; 

Serve as a member of project teams;

Represent MDEM Hazard Mitigation priorities; 

Support MDEM’s internal capacity building and workforce development;

Support Maryland’s strategic goals and objectives for homeland security;

Complete other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years experience in project management administering FEMA’s Hazard Mitigation Assistance Grants at the Federal, state, or local level;

Previous experience in local, state, or federal-level grant management.

Limited to current MDEM employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
