Main Purpose of Job

The Instructional Designer is solely responsible for the development and execution of a comprehensive Consumer Assistance Worker (CAW) Pre-Credentialing training agenda and formats of specialized and targeted programs; assists in developing training plans, performance management objectives; applies adult learning theories, design techniques and best practices to assess, develop, implement, and evaluate strategic MHC training initiatives. This includes working with the Training team, consultants, and interns regarding the planning, logistics, execution, and evaluation of training sessions and materials (both internally and for distribution statewide). The Instructional Designer is the primary liaison for training vendor(s), continuing education partners, and other state agencies. To achieve the duties and responsibilities of this position, the incumbent will consult with subject matter experts and use their expertise and judgement to strategize on which delivery methods will efficiently result in the target retention rates through qualitative and quantitative metrics. This position plays a key technical role in the administration and development of integrated computer-based programs such as LMS and other associated modules and programs. This position also models the organization’s philosophy and commitment and serves an integral role in supporting MHBE’s strategic efforts to promote and sustain customer service training initiatives that also align with the Governor’s Office State-wide customer service initiatives. The target audience of training materials including internal and external stakeholders (including but not limited to navigators, caseworkers, insurance producers, plan issuers, third-party administrators). Success in this position is heavily contingent on experience with and knowledge of instructional design, instructional technology, basic working knowledge of HTML and JavaScript programming languages, solid knowledge of course development software and the ability to effectively facilitate in-person and virtual trainings.

Project Management, Strategy, & Logistics

 

·      Collaborate with subject matter experts (SMEs) and stakeholders to identify the learning needs and objectives of the target audience. Create a comprehensive instructional plan. Develop creative course outlines, objectives, participant guides, facilitator guides, and other materials as required for classroom and online participants.

·        Produce and refine content to be delivered to internal and external stakeholders. This includes copy, graphics, video scripts, slide decks, reference guides, worksheets, digital content, etc. Training material should be developed and revised to align with changes in regulations, policies, practices, and agency objectives.

·       Ensure that the content is accurate, up to date, and relevant to the target audience. Using the most suitable methods, techniques, and media to deliver the content and engage learners. They may use storytelling, simulations, case studies, gamification, or other interactive approaches. Incorporate multimedia elements such as graphics, animations, audio, and video into the learning materials. Ensuring these elements enhance understanding, retention, and learner engagement.

 

 

 

·        Facilitate training sessions with internal and external stakeholders

·        Stay current and knowledgeable of best practices, methods and approaches in workforce development, training and automation, e-learning, computer-based learning and educational systems.

·        Provides consultation and deliverables for special projects including deliverables for internal stakeholders.

 

 

 

·        Creates and coordinates program evaluation surveys, compiles, and analyzes data, makes recommendations to improve programs and processes, facilitates program launches and upgrades, provides oversight, coordination and implementation of changes and system modifications; monitors continuous improvement of program performance and effectiveness; and assists in the coordination of MHBE LMS systems, processes, and procedures.

·        Ensures that documents and reports are maintained and accessible for management review, briefing, input, and auditing with or for internal and external stakeholders.

·        Coordinates, assists, and serves as a backup to the LMS Administrator in building    an extensive LMS course catalog, provides on-line course approval and registration,    E-Learning, instructor-led classroom courses and on-line library resources across multiple platforms. Uses multiple LMS platforms to generate various training and tracking reports for analytics and program development.

 

 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

· Experience with conducting in-person or virtual training sessions, developing training materials such as course outlines, evaluations, technical user guides, and interactive scenarios. 

· Experience with instructional design including policy job aids and the creation of interactive learning content using various software applications designed for course creation and e-learning. 

· Experience with Storyboarding, ADDIE Model, quiz/test creation, assessment measurements - survey and evaluations. 

· Experience with Google Suite. They should be proficient in the use of Gmail, Hangouts, Google Drive, Calendar, Meet, Sheets, and Docs. 

· Must have excellent verbal and written communication skills and proven ability to collaborate with internal and external stakeholders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
