LOCATION OF POSITION
Main Purpose of Job
The Climate Change Program is responsible for developing
and implementing nation-leading policies to reduce and sequester greenhouse gas
emissions to mitigate the impacts of climate change. Our work improves the
health and welfare of people and the environment while developing a dynamic
clean energy economy in Maryland.
The Administrator II serves as an Advanced Data Analyst
within the Technical Division of the Climate Change Program. The incumbent in
this position will provide advanced data analysis of greenhouse gas (GHG)
emissions sources and sinks, including specialties in coding, geospatial
analysis and data visualization, with particular focus on the natural and
working lands sector.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or
possession of a high school equivalency certificate.
Experience: Five years of administrative staff or
professional work.
Notes:
1. Candidates may substitute 30 credit hours from an
accredited college or university for each year up to four years of the required
experience.
2. Candidates may substitute the possession of a Bachelor's
degree from an accredited college or university and one year of experience in
administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's
degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer involving staff work related to
the administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for- year basis for the
required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Master’s degree in environmental science or related field (e.g. Geography, Geographical Sciences, Environmental/Natural Resources Management, Ecology, Forestry, or Soil Science).
- Proficiency with Geographic Information Systems (GIS), Python, and R.
- Experience conducting modeling and analyses related to greenhouse gas emissions and removals from natural and working lands (i.e., forest, agricultural, and wetlands).
- Experience in leading data collection, analysis and progress reporting for climate change mitigation initiatives.
- Experience coordinating with other state agencies and local governments.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days
annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of
accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of
accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days
of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also
celebrate at least twelve (12) holidays per year.
