Introduction
The Maryland Department of Agriculture is a Department under
Maryland's Executive Branch. Formed in 1972 by the Maryland General
Assembly to address the agriculture needs for the State of Maryland, the
Department oversees and serves as a regulatory body for animal health,
consumer services to include marketing and lab services, plant and pest management and
resource conservation. As the number one industry in Maryland, the
diversity of agriculture programs in the State continues to expand and grow.
The
Weights & Measures Program directly benefits all Marylanders by ensuring
the fairness of all commercial transactions involving determinations of
quantity on everyday commodities. Currently Weights & Measures
program have several career opportunities throughout Maryland where you will
learn to conduct inspections and regulate
devices used in determining the quantity of commodities as diverse as fuel oil,
food products, livestock, grain, and precious metals. Promotional

LOCATION OF POSITION
Main Purpose of Job
The person in this
position administers and directs four major statewide programs under the
Weights and Measures Law. This position is
emergency essential.
The major areas of responsibility include:
Manages and directs the measuring device program in order to assure that all measuring devices used in the state for commercial transactions comply with the Weights and Measures Law and Regulations.
Directs and monitors related activities of field inspectors and field supervisors. Maintaining contact with various entities such as owners, store managers, corporate officials and trade groups as necessary to ensure compliance and address questions and issues that arise.
Service
Agent/Technician Registration Program – To assist with the registration and
regulation of metering service agent companies and repair technicians in a
statewide program. To ensure volumetric
standards utilized by industry are traceable to the NIST 105 series. Currently 170 service agents are registered
in the state including 650 technicians.
The activities of this position ensure that the Chief of Weights and Measures is kept abreast of and responds to developments at the state, national and international level as they relate to these areas. Assist the Chief of Weights and Measures in managing segments of the entire program as needed and as assigned. In the absence of the Chief of Weights and Measures may assume some or all of Chief of Weights and Measures duties when deemed necessary.
POSITION DUTIES
Statewide
responsibilities for the direction of the activities of the weighing device and
packaging and labeling program. Develop and update written test procedures
(Examination Procedures Outline) relating to proper inspection methods and
safety guidelines for the inspection and testing of the weighing devices and
packaging and labeling program.
Plan and organize the work responsibilities of a Compliance Inspector Supervisor, and Compliance Inspector I through Advanced personnel and supervise their activities.
Review and develop test reports and test procedures for staff members to ensure inspector supervisorial uniformity and compliance. Coordinate work plans for the Weights and Measures staff relative to weighing devices and other inspector activities.
Communicate orally and in writing with members of the field staff, business, industry, state and federal government agencies, elected representatives, and the public. Oversee the investigation of consumer complaints pertaining to weight, tare, or method of sale.
Administer the Scale Registered Service Agency Program. Provide training and testing to new scale service technician applicants. Provide technical information and lead informative training, both in house and in the field, on complex inspection procedures for Weights and Measures staff and private industry personnel.
MINIMUM QUALIFICATIONS
Education: Graduation from
an accredited high school or possession of a high school equivalency
certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1.
Candidates may substitute 30 credit hours from an accredited college or
university for each year up to four years of the required experience.
2.
Candidates may substitute the possession of a Bachelor's degree from an
accredited college or university and one year of experience in administrative
staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess any
of the following preferred qualification(s). Include clear and specific
information on your application regarding your qualifications.
Experience in the
methods of sale of commodities (such as knowing that meat is sold by weight and
shellfish is sold by weight, volume, or count).
Current
Professional Certification Exams from National Conference on Weights and
Measures (NCWM).
Experience in
interpreting and articulating the National Institute of Standards and
Technology (NIST) Handbook 44, 130, and 133.
Experience in
proper inspection of scales, per NIST Handbook 112.
Experience in
proper inspection procedures for packaged commodities.
Experience testing of weighing and measuring devices.
Experience conducting investigations in response to
consumer complaints.
Experience enforcing laws and regulations.
Experience working in the field as a Weights and
Measures Inspector.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification are assigned duties, which
require the operation of a motor vehicle and will be required to possess a
motor vehicle operator license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees in this classification may be assigned
to any county or region of the State and may be required to establish residence
within their assigned geographic area. This position is Emergency
Essential.
