The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Main Purpose of Job
This position is responsible for coordinating the management of all aspects of the Lottery’sdraw game product portfolio in the Product Development Division (FY24 annual sales approximately $1.7 billion). Responsibilities include, but are not limited to, makingrecommendations to the Director of Product Development regarding research, planning andthe completion, control and execution of Lottery draw game products and promotions for distribution throughout the state of Maryland.
This position includes additional responsibility for identifying and presenting industry trends and opportunities to Director of Product Development to potentially apply that knowledge to the draw game product portfolio to meet agency objectives and enhance the product planning process.
This individual will work in conjunction with the Director of Product Development in the creation of a 24-month product plan, which includes managing the game development pipeline, analyzing and fostering growth of all games. This includes Draw, Monitor and FAST PLAY Games currently in the marketplace (Pick 3; Pick 4; Pick 5; Multi-Match; MegaMillions; Powerball; Cash4Life; Bonus Match 5; Cash Pop; FAST PLAY; Keno; Racetrax) and any new Product Development initiatives related to draw games.
This position is responsible for creating, managing and enforcing plans and schedules for all draw game products and promotions in the marketplace from planning to execution in support of agency strategies and objectives statewide. This position makes recommendations to the Director of Product Development to establishand revise processes and procedures for executing department duties.
POSITION DUTIES

regarding direction and management of all aspects of draw game product
portfolio:
Manages and revises the agency’s 24-month product plan as it relates to
draw games. Interacts with all internal departments, vendors and key
stakeholders to ensure that the product plan and all relevant programs are
properly implemented for maximum sales and revenue results.
Manages established product and program goals; develops and maintains
game sales reports and analysis to track progress of game sales and promotions;
provides “Return on Investment” analysis on identified product initiatives and
evaluates effectiveness in reaching/achieving goals.
Manages draw game product development pipeline and deliverables from
all stakeholders that participate in that process.
Manages
the Productivity of Draw game Products and Promotions:
Research, analyze and strategically plan all draw game product,
promotions and initiatives in the marketplace to ensure both sales increases
and profitable revenue contributions, for review and approval by Director of
Product Development. Coordinate with Sales, Creative Services and
Communications departments to ensure that all products and promotions are
accurately reflected in all promotional and informational materials and educate
staff, retailers and players.
Responsible for Draw game
Product planning, including new game introductions, FAST PLAY game development
pipeline and promotion modeling:
Curates 24-month draw game product plan for review and approval by
Director of Product Development – plan will include new draw game launches,
game modifications, promotions and FAST PLAY game launches.

reconciling feedback, reviewing TM letters and planning)

Research industry game offerings, trends and promotions.

Models promotions for review by Director of Product.

Responsible for managing timing and cadence of
promotional deliverables.

Review System Requirement Specification documents (SRS)
for new draw game releases and game modifications.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
PREFERRED QUALIFICATIONS:
1. Proficient in Excel, specifically with building formulas and pivot tables.
2. Familiarity with lottery products and promotions.
3. Experience managing projects from start to finish in a deadline-driven environment.
4. Experience conducting situational research and compiling into digestible reports.
5. Attention to detail and quality control are of critical importance - this position must be able to find and correct a variety of errors from spelling and grammar to game details to formulas and solve complex math problems.
6. Ability to reconcile and consolidate input from many stakeholders and effectively communicate direction to vendors.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
