Introduction

The Maryland Department of Labor is looking for a dynamic Research Data Analyst who can both analyze complex data sets across various platforms, translate the data to tell a story to various audiences, and conduct both quantitative and qualitative research. The ideal candidate is detail-oriented, a critical thinker, and has experience with quantitative analysis methodologies, preferably in the areas of education and/or workforce development. As the GWDB works with various partners in reviewing data captured in their systems, the candidate does not need to have expertise with a particular data platform, but should indicate their specific data experience within the application. The ideal candidate should have the natural curiosity to go beyond the immediate requested task to not just analyze the data, but dig deeper into analyzing gaps and researching substantive solutions. The candidate should also have familiarity with qualitative research methods and how to combine qualitative and quantitative data for analysis
Frequent travel may be required, and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The Governor’s Workforce Development Board (GWDB) is the Governor’s chief strategy and policy-making body for workforce development in Maryland. The GWDB engages business, labor, education, community and government leaders to collaborate on business-led workforce approaches that advance Maryland’s economic competitiveness and provide access to pathways to work, wages and wealth to all Marylanders. Pursuant to the Blueprint for Maryland’s Future (“the Blueprint”) law, the Career and Technical Education (CTE) Committee was established as a unit within the GWDB in 2022. The CTE Committee’s purpose is to build an integrated, globally competitive framework for providing CTE to Maryland students in public school, institutions of postsecondary education, and the workforce.

POSITION DUTIES

Work with various state and local agencies to collect, analyze, and interpret data from different sources. 

This is inclusive of education-related data (both across the state and by school district or individual schools), primarily around CTE and Labor-related data in apprenticeship, Labor Market Information, and workforce outcomes. 

This is also inclusive of data needed to prepare, draft and complete reports for and by the CTE Expert Review Teams deployed by the CTE Committee, including but not limited to the types of activities described below.

Clean and combine data from internal and external sources to tell a multifaceted story.

Set up data reporting systems that meet statutory required report deadlines.

Interpret and analyze collected data, determine trends, and contribute to the preparation of materials and report writing. 

Prepare both narrative and statistical reports of complicated nature and develop illustrative visual material such as charts, tables, and graphs.

Prepare data dashboards and data visualizations to explore trends that can be viewed by various audiences.

Present and explain data visualization tools to various audiences.

Collect insights from qualitative data, such as interviews and focus groups.

 Respond to ad-hoc data requests.

 Analyze data to uncover insights and pursue items that require additional research.

Assist in the preparation of suggestions and recommendations for future action based on completed research projects and data analysis.

Assist in the development of new resources related to the CTE Committee’s work including briefs, reports, guidance, and technical assistance.

Participate in work groups relating to data/research and represent the CTE Committee

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
Experience in research and data analysis in the subject area of Career and Technical Education (CTE)
Two years of experience specifically in analysis and interpretation of secondary data and dissemination of results through written and oral communication
Familiarity with qualitative research methods
Bachelor's degree from an accredited college or university.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Our leave policies also adhere to the Family Medical Leave Act of 1993.

Retirement Benefits​

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are also eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan.​

Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

​Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
