Main Purpose of Job

This position serves as the EMS Data Analyst Program Manager for MIEMSS reporting to the Director of Data Analysis and Information Management. This is a hands-on position providing experience and expertise in statistical data analysis in a quality management approach for the identification and improvement of key Emergency Medical Services (EMS) processes. In this position, the Data Analyst will work closely with agency program directors, staff, and stakeholders to analyze EMS and public health data, develop performance measures, lead or assist with study design, collection and statistical analysis of data, and interpretation and dissemination of results, troubleshoot legacy data analysis software applications and databases, participate in EMS policy and evidence-based guideline development, and train and mentor agency staff in report writing and development. The ideal candidate will have a good understanding of security and confidentiality requirements when working with PHI and PII. The EMS Data Analyst is responsible for providing analytical capability for databases managed by MIEMSS and ancillary databases procures for MIEMSS. The job involves developing SQL queries, writing SAS programs, developing SQL server Analysis Services (SSAS) reports, and utilizing data visualization tools such as Excel to create Pivot Tables and Graphs. The roles also requires the production of descriptive findings, which often include details of the methodology and the conclusion/recommendations based on those programmatic results. Also, to assist in performing application requirement analysis, identifying and documenting business needs and constraints, designing systems and/or reports that meet those needs; and performing various data integration tasks using tools such as SQL Server Integration Services (SSIS). This position is pivotal in enhancing the efficiency, effectiveness, and quality of emergency medical services across the state. The EMS Data Analysis will manage, analyze, and interpret data to support decision-making optimize resource allocation, and improve patient outcomes. Essential Functions: -Provide statistical and data analytics capability to the agency -Develop SQL queries and write SAS programs to the extract, manipulate, and analyze data from various sources, including authoring descriptive findings, methodology details, and programmatic results. This requires a strong understanding of data warehousing concepts and the ability to work with large, complex datasets. -Utilize data analysis and visualization tools (e.g., SQL, Excel, Tableau, Power BI, SSAS) effectively -Develop dashboards and data visualizations to present complex information in an easily understandable user-friendly format -Integrate and consolidate data from disparate sources to create comprehensive datasets for analysis -Assist in performing application requirement analysis, identifying and documenting business needs and constraints, designing systems and/or reports that meet those needs; and performing various data integration tasks using SQL Server Integration Services (SSIS). -Develop and monitor key performance indicators (KPIs) to assess the efficiency and effectiveness of EMS services. -Engage with stakeholders to understand their data requirements and provide actionable insights -Develop automated processes for data collection, reporting, and analysis to increase efficiency and reduce manual errors -Support strategic planning and policy development with data-driven insights and recommendations.

POSITION DUTIES

Analyze Emergency Medical Services and Public Health Data - Programmatically access agency EMS related databases including, but not limited to, all prehospital response sources (MAIS, cMAIS, eMAIS and eMEDS; hospital care sources (Maryland Trauma Registry, HSCRC, CHATS); agency management sources (Provider Licensure, Helicopter CAD and Utilization) for the purposes of continuous quality control monitoring and implementation of quality improvement initiatives. 

Develop Performance Measures - Identify measures to determine the effectiveness, efficiency, quality and timeliness for the Maryland EMS system. 

Support EMS Policy Development and Evidence-Based Guidelines for EMS Care - Participate in the development of EMS policy and evidenced-based guidelines for MIEMSS by providing insight developed from analyzing agency data or by helping design reports in support of policy development. 

Develop EMS System Information for Senior Agency Leadership - Provide custom analysis and reports for agency leadership, including Executive Director, the Deputy Director, the State Medical Director, Aero-Medical Director, that are often ad hoc and urgent and in response to inquiries from the Governor's office, the state legislature, hospital programs, jurisdictional and commercial EMS Operating Programs (EMSOPs), and other key stakeholders. Reports are also required to support presentations made by agency leadership. 

Lead or assist with study design, collection and statistical analysis of data, and interpretation and dissemination of results - Develop complex reports for EMS initiatives such as ST Elevation Myocardial Infarction (STEMI), 

Cardiac Arrest, Stroke, and Managing For Results. 

Other responsibilities and duties: 

• Publish Reports in Peer Review Journals - Publish the results of reporting/analysis efforts in professional journals, such as The Journal of the American Medical Association and the New England Journal of Medicine. 

• Internal and External Committee Membership - Participate as a member or lead on internal and external committees on behalf of the MIEMSS. 

• Support Data Analysis Efforts of the Jurisdictional EMSOPs. 

• Support Educational Outreach Programs - Support efforts of agency staff by supplying data necessary to develop outreach programs for, but not limited to, EMS for Children (EMS-C) and Educational Support Services. 

• Collaborate with Allied Agencies - Work with the National Study Center for Trauma and EMS, Department of Health and Mental Hygiene, Maryland Highway Safety Office, Maryland Traffic Records Coordinating Committee, Maryland State Police Fatal Accident Reporting System, external research approved by the MIEMSS Data Access Committee, and others. 

• Develop dashboards and data visualizations to present complex information in an easily understandable user-friendly format. 

• Integrate and consolidate data from disparate sources to create comprehensive datasets for analysis. 

• Support strategic planning and policy development with data-driven insights and recommendations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

-At least one year of experience with SQL Servers or relational databases 
-A minimum of one year of Microsoft SQL Server Integration Services (SSIS) experience 
-One year of statistical analysis experience using tools such as R. SAS, STATA, and SPSS 
-Experience with data warehouse design and management 
-Proficiency in data visualization tools, such as Tableau or Power BI, for creating dynamic reports and dashboards that present complex information in an easy-to-understand format 
-Familiarity with Geographic Information Systems (GIS) and spatial data analysis
-Experience in developing and maintaining automated data pipelines 
-Strong ability to manager multiple projects simultaneously

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
