Main Purpose of Job

This employee within the Office of the Secretary works at the full performance level in data management, reporting, and analysis of the information and statistics developed and maintained by the Department. The primary focus is to perform all scheduled and ad hoc reporting and analysis for the Division of Pretrial Detention and Services (DPDS) population dataset. The position also provides reporting and analysis for the Divisions of Correction (DOC) and Parole and Probation (DPP) population datasets, when supplemental output is necessary or other staff are absent. Responsibility includes numerous reports with high visibility throughout the Department, other State, Federal, and Local agencies, the Maryland Legislature, universities, judiciaries, foreign embassies, and the public. The position assists in fulfillment of Maryland Legislative requests, Public Information Act requests, and Departmental Research Committee projects. The individual demonstrates proficiency in software and hardware resources necessary for performing these functions, including SQL (Structured Query Language) and SPSS (Statistical Package for the Social Sciences), and provides expertise in data sources and their utility for all Departmental units.

  • Perform complex programming and analytical tasks utilizing departmental databases to manage the DPDS population dataset.
  • Generate and ensure timely submission of weekly, monthly, quarterly, and annual reports.
  • Respond to ad hoc data requests by extracting, organizing, and analyzing data.
  • Design statistical charts, graphs, and data summaries for presentation to government officials, agency managers, and external stakeholders.
  • Interpret data findings, provide recommendations on data usage and limitations, and submit mandated statistical surveys to federal agencies like the Bureau of Justice Statistics.
  • Offer guidance to external researchers and agencies regarding the accessibility and utilization of departmental data.
  • Create, process, and update monthly extract files for DPDS.
  • Develop data extracts for various reporting periods and purposes.
  • Oversee and advise on the use of databases, hardware, and software for operational management, research, and presentations.
  • Conduct data quality assurance, identify issues, and maintain a repository of standard reports accessible to team members for routine queries.
  • Provide reporting and analytical support for the Divisions of Correction (DOC) and Parole and Probation (DPP) when additional output is required or in the absence of other staff.
  • Engage in ongoing training to stay updated on software and hardware tools, as well as departmental operations, enhancing the understanding of dataset characteristics across various divisions.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.


Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference may be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.



  1. One-year experience analyzing detention or corrections data within a local, state, or federal government agency.
  2. Experience using Microsoft Excel, MS Access, or another statistical application for data analysis.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties that require the operation of a motor vehicle.

2. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
