Main Purpose of Job

The ICIS/NetDMR Lead Coordinator (Administrator II) will be responsible for the management and implementation of laws, regulations, and programs that protect, restore, and maintain the quality of surface waters and groundwater of the State of Maryland. The incumbent in this position will function as the Statewide lead data manager for the daily operation of the Federal ICIS (Integrated Compliance Information System) in the Enforcement Division of the Water and Science Administration’s Compliance Program within the Department of the Environment. 

The incumbent will be guided by the requirements and mandates established in the federal Clean Water Act CFR 40, Code of Maryland Regulations Title 26, and Annotated Code of Maryland, Environment Article Title 9. In this capacity, the incumbent is responsible for assisting the Section Head overseeing and directing the initial screening process of all incoming electronic reporting applications into the NetDMR system for the National Pollutant Discharge Elimination System (NPDES) permittees regulated by the Compliance Program, including coordinating the data management operations with other programs about permits, Discharge Monitoring Reports (DMRs), inspections and enforcement actions within the Department and the Environmental Protection Agency (EPA) involved in the NPDES regulatory process. This position is also responsible for assisting the Section Head in developing, implementing, integrating, and managing the NPDES data deliverables mandated as part of the federal Environmental Protection Administration's Water Pollution Control (Section 106) Grant.

This position is responsible for implementing and overseeing a new process for screening the initial permit application and maintaining data pertaining to that process, assisting staff with the organization and data needed to keep accurate records and working on the development of new operating procedures. In addition, the 2015 NPDES Electronic Reporting Rule requires the U.S. EPA to assess the progress each authorized state is making in implementing NPDES electronic reporting and to repeat these assessments annually. Therefore, this position will be compiling responses to EPA reports regarding the progress, status, and problems encountered while implementing and continuing to comply with the Electronic Reporting Rule.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  • Experience working with databases and data reports;

  • Experience issuing, reviewing, conducting compliance or enforcement, or performing data entry or reporting for water discharge permits.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
