Main Purpose of Job

This position and how it relates to the mission of the agency. Under the general supervision of the Director of the Maryland Office for Refugees and Asylees (MORA), a unit of the Family Investment Administration, the incumbent hereafter referred to as the Contract Manager is responsible for coordinating and providing oversight over fiscal operations and administrative activities related to MORA budgets and contracts with multiple vendors for statewide human service programming. This includes preparing and monitoring program budgets, programmatic and fiscal planning, developing procedures for contract procurement and processing, reviewing and evaluating contract expenditures, and developing standards for carrying out the work of assigned programs. The incumbent serves as the point of contact between FIA and its vendors to assure quality and accuracy of all expenditures through the implementation of federal and state rules and regulations necessary for fiscal and programmatic compliance, while reviewing and recommending rules, regulations, and policies to further improve administrative workflows as a lead planning and evaluation expert for fiscal and administrative activities. This position promotes the work of the department through frequent contact with multiple MDHS divisions, including Procurement, Budget & Finance, and the Office of the FIA Executive, as well as vendors. 

POSITION DUTIES

Administration of contract processing and procurement procedures
  • Leads activities for procurement of contracts for statewide MORA services based on programmatic needs. 
  • Reviews and evaluates procurement and budgetary rules and regulations to ensure programmatic compliance. 
  • Develops, prepares, and processes contracts including interagency agreements, grants, amendments/modifications to such contracts. 

Planning, oversight and monitoring of contractual fiscal activities
  • Oversees and manages the administration of all contracts to ensure timely and accurate reimbursement of contractual expenditures. 
  • Reviews monthly expenditure reports and invoices for accuracy and consistency with programmatic requirements prior to reimbursement. 

Programmatic budget planning and development
  • Prepares and develops MORA budgets in accordance with the programmatic State Plan, federal reporting and budgeting requirements. 
  • Coordinates budget preparation with the MORA Director and Senior Program Manager to ensure budgets are consistent with all federal and state policies, regulations, and services.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience with fiscal operations, such as invoice processing, contract procurement, and budget planning.

One year of experience with Microsoft and Google Suite applications.

One year of experience in administering or managing multiple federal/state funded contracts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
