Main Purpose of Job

The DGS Office of Energy and Sustainability (OE&S) is responsible for ensuring that the purchase and consumption of energy in State operations minimizes costs, enhances sustainability and supports the State’s climate goals. 

Purchases electricity, including renewable power for all State agencies.  
- Oversees the State’s Energy Performance Contracting program.     
- Manages the State Energy Database.
Chairs the Maryland Green Purchasing Committee.
- Installs electric vehicle charging infrastructure for the State fleet. 
- Performs energy audits. 
- Develops decarbonization plans for State facilities.

OE&S plays a key role in organizing, coordinating and managing State operations towards a clean energy future.

The position's main purpose is to coordinate the office’s procurements by acting as a liaison between the Office of Energy and DGS procurement divisions. The position will not perform official procurement functions but will work with DGS procurement officers and Energy Office staff to ensure that procurements are completed in a timely manner. The Procurement Coordinator will work closely with the Director on offshore wind solicitations, including outreach to potential off-takers in the public and private sector. 

The Procurement Coordinator will be expected to learn renewable power purchasing strategies and procedures, including power purchase agreements and will need to assist in the development of contractual relationships with load serving entities, offshore wind developers and power purchasers. The position will assist and coordinate with the Public Service Commission, the federal Bureau of Ocean Energy Management, the Federal Energy Regulatory Commission, PJM, the department of the Environment, the Governor’s Office, neighboring states, the Department of Labor, the Department of Natural Resources, the legislature and others on developing a plan to expand Maryland’s offshore wind development to 8,500 MWs.

POSITION DUTIES

Duties for this position include but are not limited to: 
- Liaise between the division procurement functions and the Office of Energy and Sustainability to ensure efficient and effective procurements. 
- Draft procurement documents. 
- Oversee and track procurements. 
- Coordinate with the Director on renewable energy purchasing. 
- Develop an understanding of electric power markets and transactions. 
- Assist the Director and other agencies on developing a Plan to achieve 8,500 MWs of offshore wind capacity.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications. 

- A minimum of five years serving as a procurement officer in a government setting. 
- Experience identifying cost-effective procurement strategies, logistics, pricing and maintaining vendor relationships for purchasing energy, or other commodities such as oil, gas, electricity, petroleum, solar, coal, wind, etc.

This recruitment is limited to candidates willing to accept contractual employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Must have attained credentialing as a Certified Maryland Procurement Officer (CMPO).

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.

 

You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
