Introduction

The Maryland Public Service Commission (Commission) is seeking an Assistant Director of Transportation to work in the PSC Common Carrier Investigations Division.

The Commission regulates public utilities and certain passenger transportation companies doing business in Maryland.  The Commission regulates gas, electric, telephone, water, and sewage disposal companies.  Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons.

Main Purpose of Job

The main purpose of this position is to manage the daily activities of the Transportation Division's Administrative Unit by executing departmental policies and overseeing agency operations. This position is responsible for acting as Special Assistant to the Director, which includes project review, development and evaluation of regulations, and the coordination of agency functions pertaining to safe passenger for-hire transportation services offered by permitted carriers and properly licensed for-hire drivers.

POSITION DUTIES

  • Manage and supervise administrative and clerical staff by planning, organizing, implementing, administering, and interpreting the application of agency policies, procedures, and directives established to accomplish the mission of the Commission;
  • Provide special assistance to the Director by: drafting written reports, memoranda, and correspondence; interceding in matters that require specialized attention or direction; responding to inquiries from Commission Staff, the Executive Director's Office and the Director; 
  • Recommend changes in staffing to meet increased responsibilities resulting from legislative changes or an increased number of regulated entities making recommendations concerning new or revised legislation affecting the Division; and attending Technical Staff Directors' meetings and other internal meetings in the Director's absence or as assigned;
  • Manage and oversee Transportation Division databases: monitor integrity of data, develop and implement automation of letters and reports, design new programs, forms and databases, coordinate development and implementation of new programs and systems; and recommend updates and improvements to existing programs;
  • Train Transportation Division personnel to use and understand databases and other computer applications to enable them to retrieve and analyze information and to produce Division reports;
  • Train personnel in data entry procedures and techniques;
  • Testify at Commission and Legislative hearings; and
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Two years of experience supervising or managing employees.
  • Two years of experience in a regulatory or public policy environment relating to safety programs.
  • Two years of experience relating to a motor vehicle and or driver licensing safety program.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
