Introduction
The Maryland Department

supports that are aimed and helping Marylanders live active, independent, and
healthy lives in their communities for life. Maryland Access Point, proudly
lead by the Maryland Department of Aging, aims to reduce the frustration many
older adults, people with disabilities, and family members experience when
trying to learn about and access long-term services and support. Its primary
function is to raise visibility about the full range of available options to
empower people to make informed decisions about their long-term service needs
and delay/eliminate the need for institutionalized care.

POSITION DUTIES
Evaluation,
Support, and Capacity Building
- Ensure the Department is compliant with its responsibilities in all relevant state and federal policies related to the Aging and Disability Resource Center (ADRC) and Information and Assistance programs.
- Work to develop and maintain relationships with stakeholders engaged in the No Wrong Door system to expand the reach and capacity as well as streamline consumer access to HCBS programs and services.
- Review best practices in ADRC management and operations from federal agencies and other states and jurisdictions and determine opportunities for MAP adaptations to incorporate best practices.
- Develop, implement, and apply policies and procedures to better align MAP with federal regulations, recommendations, and opportunities that draw upon Maryland’s unique long-term services and healthcare landscape.
- Evaluate the MAP’s efficacy at connecting individuals to
services and reducing nursing home institutionalization through ongoing
monitoring, technical assistance, and communication with federal, state, and
local partners. Adapt policies, and procedures, and leverage partnerships to
improve MAP services.
- Ensure all grant/program management responsibilities are met with Information and Assistance grant including, but not limited to, application documents in the Area Plan and other materials, reporting documents, monitoring materials, compliance reviews, payment reviews, etc.
- Oversee MAP quarterly reporting to meet state and federal needs, including updating the MAP reporting requirements, collecting and analyzing MAP quarterly reports, presenting data to state, local, and federal partners, and providing training and technical assistance to improve the quality of MAP data.
Supervision, Outreach, Education, and Marketing
- Supervise, support, train, and evaluate the work of agency staff and local MAP staff employed by the 19 AAAs across the State.
- Provide professional development opportunities and training to the MAP network around the full range of long-term services and supports available.
- Expand and maintain outreach and marketing efforts to educate the public, providers, and agencies about MAP services.
Maintenance of MAP Online Database, Website, and
Call Line
- Act as the primary contact for all vendors and partners involved in the development, maintenance, and delivery of the MAP website and statewide call line.
- Work with MAP website and searchable database partners to ensure consumers have access to accurate, timely, and comprehensive information about long term services options and providers.
- Develop content and tools to continually improve the functioning and usability of the MAP website.
- Monitor the delivery of the MAP-LINK statewide call line to ensure all callers have access to immediate assistance and referrals to MAP Options Counselors, as needed.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates who have one or more of the following skillsets or experience:
- Two or more years of experience providing oversight of and/or creating policies that govern programs for older adults.
- Two or more years of experience providing professional development/training or experience with public speaking.
- Two or more years of grants management experience – solicitation, applications, budget, monitoring, etc.
- Demonstrated experience in networking and relationship building to enhance program implementation, expand capacity and outreach, and/or governance of a program.
