MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.
NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job
This position reports to the State Continuity Unit Supervisor. This position is responsible for
the development, maintenance, and revision MDEM Continuity of Operations (COOP) plan.
This position will coordinate with and provide technical assistance to State Government agencies to develop, maintain, revise, and implement their COOP plans. This position will
serve as the liaison for COOP operations to the Governor's Office and the Governor's Office
of Homeland Security. Additionally, this position will support the State Continuity Unit
(SCU) in implementing continuity preparedness activities across the domains of Enduring
Constitutional Government, Continuity of Government, and Continuity of Operations;
supporting the nexus between continuity and cyber preparedness; supporting the MDEM
Continuity of Government (COG) Coordinator; and supporting the MDEM Agency Chief
Data Officer.
This position also supports the State Continuity Unit (SCU) and is involved in the
development, revision, maintenance, training, exercising, and implementing of the State’s
Enduring Constitutional Government Plan, Executive Branch Continuity of Government Plan
(COG), the MDEM COOP Plan, and associated continuity plans, guides, and procedures.
This position supports the SCU when providing technical assistance to Executive Branch
departments/agencies/offices/entities in the development of their COOP Plans; to Legislative
and Judicial Branch in the development of their COG and COOP plans; and to key critical
infrastructure entities in the development of their COOP plans.
This position also supports the Cyber Preparedness Unit. This position supports the Cyber
Preparedness Unit by conducting program management, consequence management
planning/interagency planning, training, exercise, and preparedness activities across the
mission areas of prevention, response, and recovery. This position is responsible for
supporting the implementation of the State and NCR cyber security preparedness program
and to assist local jurisdictions in increasing their consequence management preparedness for
a cyber incident or event. This position is responsible for supporting coordination between
MDEM, GOHS, DoIT, and other cyber stakeholders.
This position also supports consequence management and emergency preparedness efforts
as part of MDEM's statewide activities, including developing, promoting, and implementing
assigned plans, documents, and other materials in support of MDEM’s strategic goals.
This position supports department programs, projects, and activities related to the overall
department mission. This position may be tasked to support other related department
programs, projects, and activities, as assigned by the Preparedness Branch Manager,
Consequence Management Director, Deputy and/or Department Secretary.
POSITION DUTIES
Emergency and Disaster response and recovery operations as needed and/or assigned by
Department Secretary, Directors, or Operations Personnel;
Serve as the Statewide Continuity of Operations Coordinator;
Serve as the liaison to the Governor’s Office and Governor’s Office of Homeland Security;
Support the State Continuity Unit;
Support the Cyber Preparedness Unit;
Support the Agency Chief Data Officer;
Provide support for Preparedness Branch activities;
Support and participate in Consequence Management Directorate and overall Department
initiatives and programs;
Support the Department’s statewide activities;
Support MDEM’s strategic goals and objectives for emergency management;
Support Maryland’s strategic goals and objectives for homeland security.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Two years of experience as a Program Coordinator focused on continuity of operations.
Certification as a Business Continuity Professional from the Disaster Recovery Institute International.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
