Main Purpose of Job
This position functions as a Civic, Community, and Public Engagement Coordinator who will provide information and clarification on MDE’s policies and procedures and promote public participation within environmental justice communities across the state ensuring government accountability and public participation in decision-making processes. This role involves working closely with community leaders, policymakers, and internal and external stakeholders coupled with a commitment to advancing equity and environmental protection. The successful candidate will bring extensive knowledge and experience in socio-economic and environmental issues, current environmental health trends, and MDE programs and permitting processes. Effective communication, both oral and written, as well as the ability to facilitate consensus building, are invaluable.
POSITION DUTIES
Key duties of the position include:
- In consultation with internal subject matter experts, review capital funding strategies to facilitate the equitable distribution of funding.
- Develop policies and procedures that address climate and environmental health disparities in underserved communities.
- Build and maintain strong relationships with local, state, and federal agencies, government officials, policymakers and others to inform environmental regulations and standards related to equity.
- Build and maintain strong relationships with community organizations, residents, and local leaders.
- In consultation with internal subject matter experts, draft, and edit detailed written reports, regulatory guidance documents, testimonies, and policy documents.
- Develop and disseminate informational materials, reports, and media content to inform the public and stakeholders about environmental health challenges and successes.
- Represent the MDE at conferences, workshops, and public forums, and facilitate community meetings, and educational initiatives to raise awareness about MDE programs and permitting processes and current environmental trends
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Five years of experience in environmental advocacy, protection, public health, or related roles, with a focus on underserved communities.
- Familiarity with current political (local, state, and federal), legal, regulatory and trends related to environmental justice concerns and perspectives, climate, and health disparities.
- Ability to work collaboratively with diverse stakeholders, including community groups, government agencies, and advocacy organizations.
- Excellent communication and writing skills, with the ability to convey complex information clearly and persuasively.
- Bilingual
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
