Main Purpose of Job

The mission of the Maryland Department of Veterans and Military Families (DVMF) is assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service. DVMF seeks to promote a workplace that is respectful to all, fair and focused on mission.

The Employee Relations Manager will perform a variety of employee relations, personnel and administrative staff functions, interpreting and applying relevant laws, regulations, policies, Standard Operating Procedures (SOPs), directives, union memoranda of understanding (MOU), etc. The Employee Relations Manager will have delegated appointing authority and will investigate workplace complaints, claims of discrimination and employee grievances; and impose discipline according to State law. The position represents management with the employees' exclusive bargaining representatives (labor unions), primarily AFSCME; trains agency employees; and performs other personnel and administrative duties as assigned. The position will serve as HR liaison with the Office of Personnel Services and Benefits (OPSB) at the Department of Budget and Management (DBM) and ADA Liaison with the DVMF Office of Fair Practices.

POSITION DUTIES

As a representative of DVMF management, investigate workplace complaints, grievances, reports of disciplinary violations, and claims of discrimination.  Impose discipline when needed in compliance with applicable statutes and regulations.

 

Serve as Americans with Disabilities Act (ADA) Liaison.

 

Train and educate DVMF employees, on topics related to employee relations, and in prevention of sexual harassment.


Perform other administrative personnel duties in support of the DVMF Fiscal Unit.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience requiring understanding and application of Employment Law, Labor Law, and/or Administrative Law.
Experience creating and delivering employee relations training.
Experience communicating legal matters.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
